Contractor fails to execute work!
- The PDD has very soft intention towards the contractor who has sublet the contract with the violation of contract terms and condition.
- The report of police clearly motioned that PDD and contractor both are not very callous and they delayed the work.
- The PDD STD wing is in deep slumber and the concerned Executive Engineer admitted that it was work of three months but 30 months are going to be completed but work has not been done 25%.
- The SSP Jammu in his letter No Clt/DPOJ/2310-31/2139-40 dated 25-04-2023 has reported to District Magistrate Jammu that contractor Sagun Gupta has sublet the contract to Harvinder Gupta and Harvinder Gupta further sub-let to Kirpal Singh.

Jammu, Jun 12: Why a contractor took 903 days (2 years, 5 month & 21 days) and could not complete the work which could be completed within 90 days? Can a contractor sub-let the contract for his own comfort which was awarded to him and that too without any permission from the department? Why the contractor and PDD department delaying to execute the work where the government awarded the contract in one instalment? Why the contractor delayed the execution of shifting of 33 KV line from Jhajjar Kotli, Tehsil Dansal? These very typical question being posed to STD of PDD department and they have to reply at any cost.
The case is of Jhajjar Kotli that the residents of the said areas have been approaching the PDD department since 2016 for shifting of 33 KV and till date they have made representations 11 times including Lt Governor, the then Deputy chief Minister Dr Nirmal Singh, Chief Engineer, Chief Secretary, the then Advisor to Governor and concerned Executive Engineer of PDD STD Udhampur. The naive of the said village since 2016 are running from one office to other but the administration has locked its ear completely.
It is pertinent to mention that on 30-12-2021 the PDD department has awarded contract to one Sagun Gupta son of Sham Lal Gupta resident of H. No. 85 phase 2nd Housing colony Udhampur but he utterly failed to move on in this regard, whereas the amount of contract is Rs 58.70 lacs..
It will not wrong to say that administration has no sympathy with the people who are living under the deadly danger but the department is passing the buck from one table to another. The concerned officers are having many excuses for not executing the work but they are so inefficient that they do not have one reason to complete the work.
As per the police investigation the concerned officers and contractor are to be held guilty as both the parties have no human heart for the public and public is suffering and living under constant fear. Today it was very heavy storm in Jammu and its adjoining hilly areas and it has also posed big danger to those people and only those people can understand how they have felt when storm was blowing.
