Jammu, Feb 28: Not only this much President of ITI Employees Union, Reyaz Ahmad Ahangar, now retired as Supervisor from ITI Srinagar took his share by getting his close relative Fayaz Ahmad Bhat son of Ghulam Mohd Bhat appointed on Academic Arrangement basis totally unethically and illegally by using his influence in the ITI Srinagar, Deputy Directorate and at Directorate.
Vide Order No. 679 of 2009 dated 28-08-2009 by the Director Technical Education, giving reference of Letter No. DDK/ Estt/09/730-31, dated 27-06-2009, from Deputy Director Technical Education Kashmir, issues an order saying “Sh Fayaz Ahmad Bhat S/o Ghulam Mohd Bhat R/o Charinambal, Safakadal Srinagar is appointed in Academic Arrangement for the Academic Session 2009-2010. The candidate has to execute an agreement duly attested by the Judicial Magistrate with the department that he will not claim for permanent absorption in the department after the academic session is over.”
Having said all this it is once again brought to the notice of the Director, Skill Development Department, Principal Secretary, SDD, and the Chief Secretary of the Union Territory that the warp and woof of the legacy of the honesty of the system is torn to pieces when the corrupt officers at the Directorate (Establishment Section) mar and bar the efficiency of the innocent youth by corrupt practices and misusing their official positions in favour of the blue eyed and influential.
Providing for a full chance of the rebuttal of the above, it is hereby placed on record that another order was issued in favour of the above quoted Fayaz Ahmad Bhat, Academic Arrangement, vide Order No.720 of 2012 dated 19-10-2012 by Director SDD, giving reference of another letter from Principal ITI Srinagar, under No. ITI/Sgr/582-83 dated 13-10-2012. It reads “Sh Fayaz Ahmed Bhat, working as Math and Science Instructor, ITI Charisharief @ Rs 4000 only by debit to Institutional Development Fund is hereby redeployed to ITI, Srinagar to teach Math and Science Subject to trainees with immediate effect. This order is signed by Reyazul Amin, then Deputy Director, at Directorate though by the order of Director, under No. DTE/101/PF-104/2593-95.
In compliance to this order Superintendant ITI Chrarisharief, Imran Wajahat relieves Fayaz Ahmad Bhat Academic Arrangement writing on the letter, “As such he is redeployed and directed to report Srinagar ITI for further duties. The wages of the said employee is being paid Rs 4000 (Four thousand only) per month from the Institutional Development Fund. “This letter is issued under his office No. ITI/ch/sh/Estt/282-83, dated, 09-11-2012. The initial engagement order says that his monthly remuneration will be drawn from salary component but the above quoted orders say it is paid by debit to IDF so, it can be said that only blue- eyed and influential can survive under corrupt canopy, otherwise SDD is full of examples when IDF payees as need basis are made to suffer and are not paid wages regularly.
How the officers brew the corruption abetting the vendor-employees on the cost of the unemployed youth is to be seen now.
The Jammu Jottings had honestly tried to expose the malpractices, misdeeds, wrong-doings and corrupt practices of the Skill Development Department with a sole purpose to bring it out from the morass. In this concern I have received many phone calls from all corners and all were showering appreciations except a few who are the part of the scams. The intriguing part of the story is that neither Director nor administrative office bothered to inform the Jammu Jottings about the developments going on in the department post news published.
