Big fraud! A shocking fraud of 2022 in School Education Department raises serious concerns

In just 19 days following Tehseen Ahmed’s self-confession, the administrative department has promptly issued his suspension order and ordered a comprehensive inquiry, demonstrating swift action and a commitment to accountability.
Tehseen Ahmed’s confession letter is the key piece of evidence in this case, clearly indicating that no other official was involved in the forging or scanning of the signature of his cousin, Mukhtar Ahmed.
It is my personal request to all the readers to keep reading the ‘Jammu Jottings’ continuously to have an update in the forging of transfer case. It is our 4th part of the story.

Jammu, Feb 08: What is happening in the School Education Department of Jammu & Kashmir? Why are such individuals being appointed to key positions of responsibility? Who will hold them accountable to the law of the land? Why has the department failed to take decisive action against the erring official, Tehseen Ahmed, a close relative of Mukhtar Ahmed, KAS? Why has the department prolonged an issue that is backed by clear evidence and Tehseen Ahmed’s own self-confession about forging or scanning the signature of his relative, Mukhtar Ahmed, the then Deputy Secretary? What compelled Tehseen Ahmed to submit a self-confession letter even before an inquiry was initiated? These are pressing questions that demand answers. There are many more concerns stirring in the minds of the public. It is high time the senior officers of the School Education Department come forward and address these issues with transparency and accountability.
After a week of manipulation and falsification regarding the transfer order of teacher Sheetal Dogra, the concerned department has finally issued Government Order No. 47-Edu of 2022, dated 27-01-2022, which supersedes the earlier Government Order No. 25-Edu of 2022, dated 20-01-2022, and places it in abeyance with immediate effect. The genuine transfer process of teacher Sheetal Dogra was unjustly hindered and left to suffer due to the actions of Tehseen Ahmed.
This debacle came to light after Tehseen Ahmed, a teacher formerly attached to the administrative wing of the School Education Department, submitted a confessional letter on 10-02-2022. It seems that in the light of his confession, the concerned department issued Government Order No. 86-JK(Edu) of 2022, dated 28-02-2022, suspending Tehseen Ahmed with immediate effect under Rule-31 of the Jammu & Kashmir Civil Services (Classification, Control & Appeal) Rules, 1956. This suspension order clearly established that Tehseen Ahmed was solely responsible for the misconduct of forging and scanning the signatures of his relative, Mukhtar Ahmed, KAS, the then Deputy Secretary.
The subject of the suspension order leaves no ambiguity, clearly stating: “Suspension order of Mr. Tehseen Ahmed, attached with the School Education Department, in the fake transfer order of Ms. Sheetal Dogra, Teacher, and Ms. Nazia, Teacher.” This direct reference in the subject line underscores that Tehseen Ahmed was the sole individual responsible for orchestrating the fraudulent transfer order.
Additionally, in this same order, the administrative department of the School Education Department has appointed Naseer Ahmed Wani, the then Additional Secretary, JKAS, as the inquiry officer to conduct a thorough investigation into the matter. The inquiry officer has been instructed to submit his report within seven days. This suspension order was formally signed by Mayank Sharma, the then Under Secretary.
This incident sheds light on the deep-seated issues of corruption and misconduct that continue to plague the administrative machinery. It serves as a stark reminder of the need for transparency, accountability, and strong action against those who misuse their positions of power to manipulate systems for personal gain.
