Jammu, Dec 24: Exactly in the same way after the transfer of the Compassionate Appointee Sweeper to ITI Anantnag, another temporary worker, for the task of sweeping at ITI Seer Hamdam (spouse of already engaged gardener who is re-engaged as Night Chowkidar) was proposed vide ITI office letter: ITI /Seer/Estt/2017/40, dated :01-05-2017 and order was issued vide No. ITI/Seer/Estt/2018/127-28, dated, 29-06-2018 by the Superintendent, ITI, Seer Hamdan, in response to Director Technical Education in J&K Srinagar’s confirmation letter issued under endorsement No. DTE/ Estt/101/Seer/852, dated 26-06-2018, again in violation of Act, 2010.
In addition to the above, on assigning duties of ward and watch to the Gardner on IDF-payed wages, for the reason of shifting of Permanant Night Chowkidar to ITI Anantnag against class iv Orderly post there, new incumbent as gardener is engaged at ITI Seer Hamdan by the Superintendent, vide No. ITI/Seer/Estt/2017/507-9, dated: 25-10-17, in response to Director Technical Education J&K Srinagar’s letter No. DTE/Estt/101/ITI/Seer/2036, dated: 26-06-2017 (left afterwards).
In consequence to this two IDF workers, engaged in 2005, Masrat Jan daughter of Gh Mohi- ud-Din as Night Chowkidar Vide Order No.394 of 2005, dated: 26-10-2005 and Nazir Ahmad Mochi son of Ab. Rehman Mochi in 2007, as Sweeper, vide Order No. 438 of 2007, dated: 23-05-2007 by the Director, under pressing needs, when the ITI was in its formative years and the created posts were yet to be utilised as per service rules, are moving from pillar to post for want of wages. Moreover to assist the blue eyed temporary engaged sweeper is given a hike in wages by the Superintendent ITI vide his order no. 252, dated 01-08-2019, by showing her (spouse of IDF payed night Chowkidar) as a helper to the night Chowkidar for night duties.
So the Institute at Seer Hamdan is in shambles: Those appointed on Substantive Posts leave their posts scraping Central Compassionate scheme (Rule 16), usurp the bread-winning chances of others, (two Orderlies- one each at ITI Anantnag and Kulgam), retain seniority at substantive posts – (on the positions acquired through Compassionate Appointments) hampering the chances of promotion to other colleagues, and getting the A P Rs as “good” when they neither work on substantive posts not perform the job fixed in their appointment letters, creating circumstances for false man-power shortage to claim for a need based worker, providing a chance to officers for misusing the Institutional Development Fund against given Directives, to please nepots and greasing hands with shaddy dealings, bringing dis reputation to the organization and derailing work-culture with additional, unnecessary burden on state exchequer.
