Jammu, Dec 23: It is misuse of official position of the Director. Secondly, it is deliberate attempt to steal the legally granted bread-earning chances of the two workers whose posts have been given for use to the two appointees who are already allotted substantive posts on compassionate grounds.
Thirdly, two created posts (Night Chowkidar and Sweeper) of ITI Seer Hamdan have been stopped to put in use, literally. Fourthly, salary for these created posts is sought and received from the govt. by the DDO showing the posts filled in staff statements. Fifthly, in the seniority lists, as in one issued in 2022, vide Order No. 13 of 2022 dated: 02-06-2022 by the Joint Director, Kashmir, the two incumbents appointed on Night Chowkidar and Sweeper Posts (but working against other posts and places of work) are shown as Sweeper and Night chowkidar, on S. No.16 and S. No. 37 and are given in situ promotions and are aspirants for regular promotions on these posts when actually they are not working as such.
Sixthly, they have aggrieved two colleagues whose posts are under their use. Seventhly, their shifting from their allotted posts and places of posting created a way to nepotism and corruption for the touts in the department. As, the Superintendent/DDO, Women ITI Seer Hamdan, after the change of duty of Night Chowkidar to day-hours (Compassionate Appointee) by transfer to ITI Anantnag writes a letter to Director, Skill Development Vide No. ITI/Seer/Estt/2017/167-68, dated, 07-06-2017 as, “Instructions conveyed by your kind self telephonically on 05-06-2017 that the Night Chowkidar duty of the incumbent of this Institute be changed into day-hours and engage the new one as Night Chowkidar….” “It is proposed that the duty of Night Chowkidar be assigned to one already engaged on Institutional Development Fund as Gardner vide endorsement no DTE/101/291/7088-89, dated: 21-10-2011, of Directorate, (after ban i.e. after enactment of Civil Services Special Provisions Act, 2010). And one more person may be engaged as Gardner @ 2000/- PM….” The approval to the two points is conveyed vide letter no. DTE/Estt/101/ITI Seer/2017/719, dated 12 -06-2017, by the Directorate.
Thus along with the illegal and irregular appointments, in violation of set norms, like in Civil Services (Special Provisions) Act, 2010 and SRO 30- GAD of 2019 dated 16-05-2019, the protection of property worth crores is put at stake by giving the responsibility of its watch and ward to a person who is not borne on the establishment of the office and cannot be held responsible for any damage to property as per law. (The authorities can be reminded of theft case at ITI Pampore in the recent past).
