- The story regarding how the Director Technical Education, (Skill Development Department) ‘Tailors’ recommendations to accommodate the blue eyed is going on for last 2 days and it will continue further more.

Jammu, Aug 07: On S. No. 10 of the annexure to the Proposal is shown one Parvaiz Ahmad S/O Gh. Nabi Bhat with qualification TDC and ITI pass and designation Attendant. Placed in ITI Budgam. In annexure to letter No DTE/101/Estt/2005/240-lll/k/3304-33, dated 07-10-2005 he is shown as Junior Instructor Turner, with change of cadre from Attendant to Instructor. His name exists in FIR No 05 on S No. 14 appointed by Superintendent ITI Budgam vide No. ITI/Bud/1199-2000, dated 21-11-1994, in contravention of Govt. Order 24 March, 1994. So he is not appointed with a purpose on Academic Arrangement for a fixed job as claimed in the proposal by Director.
On S No.11 is Bashir Ahmad Shah S/O Noor Mohammad Shah with Matric/ITI qualification as Assistant. Placed in ITI Budgam. In annexure to letter No DTE/101/Estt/2005/240-lll/k/3304-33, dated 07-10-2015 he is shown as Stenography Instructor at S. No. 35. His cadre is changed from Assistant to Instructor.
On S No. 12 exists Ashiq Hussain Zargar S/O Mohd Amin Zargar, qualification B com, work assigned as Assistant at ITI Budgam but not as Academic Arrangement as claimed in the proposal, instead he is engaged by Superintendent ITI Budgam vide ITI/Bud/95/142-47, dated 08-06-1995 and exists in FIR No 05 on S No 23. So refutes the claim of the Director in the proposal.
On S. No. 13 of annexure to proposal exists Waheeda Parveen D/O Ahmad Shah with MA/ITI qualification as Social Studies Instructor in ITI Budgam and her name exists at S No. 25 in FIR 05 shown appointed by Superintendent ITI Budgam vide No. ITI/Bud/95/142-47, dated 08-06-95. It disproves claim of Director that she was appointed on Academic Arrangement as per norms and rules.
On S No. 16 of annexure exists Manzoor Ahmedi S/O Ab Ahad with qualification PUC/ITI, placed in ITI Budgam shown as Motor Mechanic Instructor; he exists in FIR 05. He is regularised as Jr. Instructor MMV.
On S No. 19 of the annexure to proposal exists the name of Gowher Mustafa D/O Gh Rasool, placed in ITI Tral, (There may be a typographical mistake in the Father’s name as in the regularisation order No. 42 Edu (Tech) of 2018 dated 27-03-2018, it is shown as Gowhar Mustafa D/O Gh. Mustafa Shah that matches with the First name of the incumbent and is regularised as Orderly) with qualification TDC and designation Attendant. She was appointed when she was under age. It is one more striking example that refutes the claim of the Director in the proposal that appointments were made as per NCVT norms and there was no alternative to the qualified and experienced hands. Within the limits of discipline we dare to pose a simple question to the Director. Could there be no any other hand available for an Attendant job than the one under age at the time of engagement? Be it said that the Disturbance in the valley during the 90’s provided a chance to misuse the official positions by the officers who were busy in amassing wealth by unfair means.
