• Appoints blue eyed in a naive way.
•  Regularized ‘Academic Arrangements’ appointed illegally.
•  I want to clarify here that the scam is very big and so the news story will go in many parts, please read it continuously till its conclusion.

Jammu, Aug 06: On S No. 3 in the annexure to proposal is Mahjabeena D/O Gh. Rasool, qualification TDC, engaged as Attendant, posted in ITI Srinagar. In place to mention here that no nomenclature of Attendant as a post exists in the service rules. In the list of candidates working on consolidated pay in adhoc arrangement against the Direct Quota posts having executed agreements in pursuance of the policy related to the adhoc appointments issued vide Govt Order No 794- GAD of 2004 dated 22-05-2004, she is shown as Social Study Instructor and in annexure to letter No DTE/101/Estt/2005/240-lll/k/3304-33, dated 07-10-2015, she ia shown as Social Studies Instructor. The qualification required for the post is ist class graduate with Social Science as per recruitment rules. The question is if she is shown TDC at the time of Initial Appointment as Academic Arrangement as per proposal then how she got B A qualification to be eligible for the post of Social Studies.
Moreover, her name exists in FIR No 05. /1997 of P/S VOK now ACB under endorsement No BPP/APRB/FIR-05/1997-3522, dated 14-07-2023, at S No. 29 of the annexure shown appointed by A R Darzi Superintendent, ITI Budgam as Daily Wager under No. ITI/Bud/95/142-47, dated 08-06-1995, in contravention of Govt Order 24 March, 1994. Even then she was proposed for regularisation and finally regularised shown with qualification not matching with the one at initial appointment as per govt. papers.
At S No. 7 of annexure to the proposal is shown Adfar Ahmad S/O Gh. Rasool, qualification B Sc, engaged as Attendant, placed at ITI Srinagar. In the list of candidates working on consolidated pay in adhoc arrangement against the Direct Quota posts having executed agreements in pursuance of the policy related to the adhoc appointments issued vide Govt Order No. 794-GAD of 2005, dated 22-05-2004 he is shown as Junior Instructor Electrician. And in annexure to letter No DTE/101/Estt/2005/240-lll/k/3304-33, dated 07-10-2015, he is shown as Jr. Instructor Electrician. In Govt Order No 42-Edu (Tech) of 2018, dated 27-03-2018, he is shown regularised under Adhoc Contractual Consolidated employees at S No 6 as Jr. Instructor, Electrician. Its required qualification is Matric with ITI pass in Electrician Trade. The question arises wherefrom does the technical qualification of pass in Electrician Trade come now? If it existed why was not it mentioned at the initial appointment? Why is qualification shown less from B Sc in proposal list to Matric in regularised list? Why is cadre changed at all? His name exists in the annexure of FIR No. 05 of 1997 at S No. 32 shown appointed by the Superintendent ITI Budgam vide No. ITI/Bud/95/120-21, dated 28-06-95 in contravention of Govt Order 24 March, 1994. Hence it defeats the claim of the Director in the proposal that he is appointed on Academic Arrangement and that too as per NCVT norms.
On S No. 8 of the annexure of proposal exists Zeenat D/O Mohd. Ayoub with qualification B Sc and designation Jr. Assistant. Shown placed in ITI Srinagar. She is not appointed on Academic Arrangement basis as claimed in the proposal because her name exists in the FIR 05 on S. No. 17 appointed by Superintendent ITI Budgam vide No. ITI/Bud/94/1121-22, dated 21-10-94 in contravention of Govt Order 24 March, 1994.
On S No. 9 of annexure to proposal exists Bilqees D/O Ab. Rashid Mir, qualification TDC / ITI, designation Language Instructor? Placed in ITI Budgam. The qualification required as per the recruitment rules applicable at the juncture of time is Degree with one year teaching experience vide SRO 235, dated 17th April, 1979. So the claim of the Director in the said proposal proves bogus regarding the appointment of the Academic Arrangements made as per NCVT norms. Further, her name exists in the FIR 05 as she is appointed by Superintendent ITI Budgam vide No. ITI/ Bud/94/1116-17, dated 21-10-94 in contravention of Govt. Order 24 March, 1994. Then after changing her cadre from Language Instructor to Stenography Instructor she is regularized vide Govt. Order No.42- Edu (Tech) of 2018, dated 27-03-2018, as Jr. Instructor, Stenography.
