Mutation to be cancelled!
- The Deputy Commissioner Jammu will surely act over this illegal act and cancel the mutation immediately as the mutation under 3-A Land Act mean for POJK DPs was a fraudulent and mischievous.
- The allotment and then mutation under 3-A has a proper procedure that the order of allotment must be issued from the office of PRO Jammu under proper despatch number and provisions.
- The land-robbers like Omkar Singh are looting the state property and also fleecing the families of POJK Dps on the name of allotment that too illegal.

Jammu, Jun 16: Who is Omkar Singh and how can he allot and mutate the custodian land fraudulently on the name of one of POJK DPs of 1947? How can Omkar Singh without proper permission from the Provincial Rehabilitation Officer Jammu/Custodian manage the allotment and then mutation? Is Omkar Singh a registered Property Dealer and paying GST to government? How can Omkar Singh manage the allotment and then mutation of 5 kanal land situated at village Asarwan, tehsil Bhalwal, when the owner of same land was of custodian department in 2021 as per the Girdawari? Why Omkar Singh is fraudulently selling the government and custodian land for last so many years? How the land can be allotted and mutated under land act 3-A to POJK DPs of 1947 when there is order prohibiting it? These are very typical questions for the revenue and custodian department and duo must come forward and reply.
There are reports that one Omkar Singh has managed the fraudulent allotment and mutation of the custodian land on the name for POJK DPs of 1947 and wreaking loss to the state exchequer by grabbing the state and custodian land. There was a provision that government would allot the land to the families who had displaced from Pakistan Occupied Kashmir from October 20 to December 1947. The then government had created Form-A for registration of families who have then migrated to this side. The then government had fixed the scale of land and allotted the victims. The different kind of land was allotted to the POJK DPs of 1947 including state land and custodian land.
Every registered family who have opted for agriculture land and not accepted the cash assistance of Rs 3500 was entitled to get the agriculture land for farming upto a particular scale. Most of the families have get the agriculture land as per the fixed scale but a handful families left. The government has kept the option opened till the 2018 and then an order was issued that no land would be further allotted to any POJK DPs family. Though the order was not a government order but as per the order no new allotment and mutation can be done. Even prior to this prohibiting order, the land could not be allotted to any DPs family without the proper order from the office of exofficio PRO (Provincial Rehabilitation Officer) Jammu which has been created only for to govern and monitor the issues of POJK DPs.
But in this case of 5 kanal land situated at Asarwan village of Bhalwal Tehsil was shown as Custodian land in the Girdawari of 2021 and later it has been allotted to a DP family who resides in Kathua district. There is one agent/tout from Udhampur collects the Form-A from the DPs families and then he handover the Form -A to a Pinder of Patoli and Pinder further handover to Omkar Singh a big fish in the land-grabbing field.
The chain of land grabbing works in this sequence and the revenue officials including Patwari and Tehsildar must be investigated that on what order they are allotting the land and mutating the land without any proper order from the office of PRO Jammu which is solely meant for it. We will come with more stories that how Omakr Singh cheated the government and grabbed the several kanal of lands of the government and custodian.
