In SDD, willful negligence of Directorate, computer labs gathered dust in polytechnic

  •  For one-year Lecturer 1 (computer), worked against non-existent OSD post at Directorate.
  • Directorate SDD should curb the unhealthy practice of attaching skilling/teaching faculty.
  •  The Administrative Department of Skill Development Department has pooh-poohed and observed willful negligence of Director causing irreparable loss.

Jammu, May 21: Why Directorate Skill Development Department acted with willful negligence that had effect on the students’ studies and their future? Why Directorate Skill Development Department in deep slumber when Jammu Jottings were repeatedly publishing the news regarding irregularities in SDD? Why not the Directorate Skill Development Department is working in the direction to achieve the purpose of this department? Why is the Directorate Skill Development Department making purposeless/worthless attachments for appeasing their employees that too on the cost of students’ future? These are very harsh questions irritating in the mind of people and for Directorate Skill Development Department to be answered by the department.
Jammu Jottings the daily, from Jammu, on March 6, 2023 published a news under heading, “Skill Development acts disorderly nay unlawfully”, stating therein that Principal Secretary, SDD, issued govt order No.34 JK (DSD) of 2022, dated, 15-04-2022 under subject: Transfer and postings of faculty members of SDD (Polytechnic) in the interest of administration, for transfer of 38 faculty members. All moved and joined new places of posting except one at S. No. 23, Shakeel Ahmed, Lecturer 1, (Computer), deployed in Directorate, SDD, and was transferred to Government Polytechnic Anantnag. Before that he was deployed at BOTE as Deputy Registrar….but the trainees for whom he is engaged in the department are feeling short of one well reputed expert in the subject.” For two months no cognizance was taken by the department of the published news item.
Now, since seeing is believing, on an administrative visit to the Directorate on 17-05-2023, the Principal Secretary saw something that strikes him and took a serious note of the matter and consequent upon it Under Secretary to Government issued a letter under No. DSD-GEN/149/2021-02 (58148), dated: 18-05-2023, to Director, SDD, for immediate relieving of Shakeel Ahmed, Lecturer 1 (computer) to his place of posting at Govt. Polytechnic Anantnag.
The letter is published in original to highlight the recognition by the administration to the unbiased approach of the media to the problems faced by trainees in the SDD. In response to this letter Director SDD relieved Mr Shakeel Ahmed (Officer on Special Duty) immediately on 19-05-2023 to his place of posting, at Polytechnic Anantnag, vide Order No.230 of 2023, under endorsement No. DSD/poly/101/e-49073/1043-46.
Now as a good-will-gesture, it is reminded that in March, 2022, the Jammu Jottings published a news item about the attached skilling/teaching faculty, getting idle wages, in the ITI Sector, who are not doing their fixed job and are identical to the case of Shakeel Ahmed, Lecturer 1, Polytechnic, discussed above.
Here is the list of idle/attached Vocational Instructors of different ITIs placed in irrelevant places getting wages upto 2.67 Crores, approximately, per annum, collectively, and making State Exchequer bear the brunt of this avoidable additional loss. Rayees Fazili, Directorate, NA Tantray, ITI Seer Firdous Ahmad, Budgam, Sajjad Ibrahim, Shopian, GM Wagay, Shopian, Nisar Ahmad, Pampore, Nazir Ahmed Mir, Tral, there are 5 VIs of Electronics at Srinagar for 2 trades of Electronics only, Jan Mohd. Srinagar, Moninder Singh, Baramullah, M Shaban, Sopore, MA Reshii, Anantnag, Shafeequllah Sheikh Anantnag, Aijaz Maqbool, OSD, BOTE, Sangeeta Puri, JD Jammu and others including Jammu province, we will publish in coming days.
The trainees, the above staff is meant to train/teach, are under raw-hands who are more concerned about their job-security being temporary academic or guest faculty workers and are unwanted, avoidable burden on the State Exchequer. Labs, workshops, machinery, tools, equipments are rusting, funds made available by the govt. are not put to optimum use for want of expert staff, time of trainees is killed, trainee-drop-out is noticed, hard and soft skills are not equated. Targets set by DGE&T are not filled up to mark. Message of un-accountability is spread. Further, details provided by the source reveal that it is the handiwork of the establishment section of the Directorate for a decade now, as there are glaring examples of misusing their positions. New incharge officers of the establishment are expected to do their job in a trainee-friendly manner. Director has a vital role in streamlining the department.
