Jammu, Feb 28: The Skill Development Department of Jammu & Kashmir is passing through crucial stage and it is on ventilator in all aspects but if timely it is not treated well then the department will lose its purpose and whereas the department has lost majority of it credibility already.
In the Skill Development Department it is an open secret that nepotism and favouritism are being used as a tool to sell jobs or to secure job and in this concern, one more story is being produced to expose the department and one more attempt to bring in the notice of the govt.
Gh. Mohi-ud-din Wani, retired Head Assistant, Govt. ITI Bandipora, in addition to his brother, sister, and daughter got his brother-in-law’s daughter too appointed in the same department of SDD and in the same office of ITI Bandipora as Hostel Cook.
Giving the reference as DO No PS/ MOS/ FST/ Agri/HE/T/2268/07, dated 08-07-2007 from Minister of State for Higher and Technical Education Department vide his Order No. 648 of 2007 dated:10-08-2007, Director SDD, Dr Syed Mohammad Fazlullah, IAS, issues an order saying: as approved by Hon’ble Minister of State for Higher and Technical Education Department, Sakeena Majid D/o Ab. Majid Lone R/O Nowpora Bandipora is temporarily engaged in ITI Bandipora on a consolidated honorarium of Rs 2550 per month with immediate effect. This order is vide his dispatch No DTE/ Estt/ S/101/ 6865-67, dated 10-08-2007. The incumbent belonged to an influential family as her father, Ab Majid Lone, was a law officer in the Secretariat, at JK, and on the other hand he is close relative of Sh. Gh. Mohi-ud-Din Wani the (then) head assistant at ITI Bandipora as such thinking outside the box to find innovative, low cost solutions to the problem, he used his influence in addition to her appointment as Hostel Cook, Consolidate, in getting her wages enhanced @ Rs 4440 per month w.e.f. 01-10-2013 vide Director SDD order No. 752 of 2013 dated 25-10-2013 keeping the order completely silent on why and how. The order hints at some other melancholic side of the story that at S No. 1 of the same order one Ali Mohd Mochi, Safai wala ITI Handwara, is mentioned whose wages too have been enhanced to Rs 4440 per month. As the order reads as, “The monthly wages of the following candidates are hereby enhanced @ Rs 4440 per month w.e.f. 01-10-2013: S. No. 1. Sh Ali Mohd.Mochi, Safaiwala ITI Handwara. 2. Miss Sakina Majid, Hostel Cook, ITI Bandipora.”
Vide letter No. DTE/101/PF/2002-2003 dated: 28-03-2014 grade pay is released in favour of Smt. Sakina Majid but there she is shown as Workshop Attendant, not as Hostle Cook, Consolidated, without seeking permission from the Adm Department as is necessitated in circulars of the GAD with regard to such cases. And the arrears were drawn without sending the case to the secretariat for approval.
Here the question arises that if Sakeena Majid, Hostel Cook ITI Bandipora and Ali Mohd. Mochi, Safai wala, ITI Handwara were working on the same analogy why was not he regularised under Act 2010 when Sakeena Majid was. Influential are given a special treatment and those having no access to the authorities are simply cornered.
