Unbridled JMC needs surgical strike!
- There are several deadwoods are working in JMC and it needs a surgical strike by Lt Governor to save the said institution.
- Mayor and Deputy Mayor must come forward to save the prestige of the JMC as they are custodian of JMC and some incompetent officers are hell bent to damage it.
- No officer among the four, while making correspondence with RTI activists has mentioned his/her mobile number with the signature so that they may be contacted.
- Â Jammu Jottings have carried two stories already to rectify the performance of some officers of JMC and will carry more stories to restore the work culture in JMC, which seems missing.

Jammu, Feb 21: Why the officers of Jammu Municipal Corporation concerned with RTI applications are so irresponsible and unwise that they unable to know about the relevant section to which this RTI pertains? Why not the Lt Governor declares such officers working in Jammu Municipal Corporation as deadwood who are much irresponsible and callous about their duties? What will be the future of Jammu Municipal Corporation if such irresponsible, inefficient and incapable officers are sitting in the office? Why the Commissioner, Jammu Municipal Corporation is silent over the dismal performance of some officers working under his control? These are some bitter questions irritating in the mind of people and they want answers to their doubts and administration must come out with relevant answers.
One RTI activist who happens to be senior citizen and a retired DFO from Forest department mr ML Sharma has filed an RTI with the then PIO of Jammu Municipal Commissioner on 17-10-2022 vide RTI application No 8651. In which he has asked only six questions but after the lapse of 128 days, the RTI activist is still deprived off the replies and not got reply even to a single question.
The RTI activist has received four different letters from the different sections of Jammu Municipal Corporation but the reply is big zero. The wisdom of the officers including can be judged by going through the so called reply letters. The latest and fourth letter received by the concerned RTI activist was signed by the Chief Transport officer, Zone III, JMC dated 15-02-2023 vide his office letter No JMC/TPT/1173-75. The letter contains the same reply for six questions as Secretary (CPIO) Municipal Corporation, Jammu has given vide its letter No JMC/S/1011-12 dated 02-11-2022. The reply to each question contains 6 words and both officers used the same six words.
The RTI activist received first letter from the Nodal officer dated 20-10-2022 letter No JMC/RTI/1666-17, which is only information that his RTI has been sent to Assistant Commissioner (R) and Secretary. The second letter he received from the Secretary dated 02-11-2022, letter No JMC.S/1011-12 and the reply to six questions was a big zero and the same reply for six questions, ‘Does not pertain to this office’. The third letter he received from Assistant Commissioner (R) dated 19-11-2022 letter No JMC/RR/RTI/7021-22, but the reply was very ridiculous, if the officer will see himself he would term as irrelevant. The said officer used seven words (one word more to the reply of Secretary) for five questions out of six and the words are ‘No Such information available in revenue section’. And reply to the rest of one question he said ‘It pertains to CTO section’.
It is pertinent to mention that layman can say that all these questions not pertains to the section of Chief Transport Officer, JMC but the officers of JMC can go to any extent as they are running their own kingdom.
The designated Nodal Officer RTI, Jammu Municipal Corporation, Roopali Puri has referred the RTI application to two officers of JMC; Assistant Commissioner (R) and Secretary vide its office No JMC/RTI/166-67 dated 20-10-2022 but both officers have not replied.
Such officers have the intention to discourage the RTI activists and to hide the facts so that the transparency may be crushed for their personal interest. The Lt Governor might be watching all these silently and surely declare such officers as deadwood so that performance of JMC might be revived.
