JK Skill Development Department epicenter of irregularities

Influence peddling!

Jammu, Feb 20: Since influence peddling is the practice of using one’s influence in government or connections with authorities to obtain favours or preferential treatment for another, usually in return for payment, another story in continuation to the one published on 15th Feb is brought to the notice of the Govt. regarding how Gh. Moho-ud-din Wani, (then Head Assistant, ITI Bandipora) got his daughter Ms. Anjum Afshana appointed as Workshop Attendant on Consolidated basis under UO No. 290/PS/ MOS/ THE /07, Dated : 28-02-07 from Minister of State for Higher and Technical Education Department of J&K Jammu under order No. 128 of 2007, Dated 01-03-2007 by Director of Technical Education Syed Mohammad Fazlullah, IAS in Women ITI Kangan on Consolidated wages of Rs.2000 pet month by debit to IDF. The order speaks further that the arrangement shall cease immediately after the post of Workshop Attendant on the strength of the Institute is filled up by the recruiting agency in accordance with the existing class iv recruitment policy, which has not been done till date, even after 16 years.
This order proves a shocker when the Director falsifies his own integrity regarding the availability of the post of Workshop Attendant at ITI Kangan, because actually there was no post of Workshop Attendant available in ITI Kangan when Anjum Afshana was posted against it. It had been simply a misadventure to bluff the people. It is manifested by the Directorate order No. 812 of 2009, Dated 28-10-2009 under endorsement no. DTE/ITI-3/101/3189-91, under subject “Transfer of post of Workshop Attendant Women ITI Lalpora to Women ITI Kangan drawl of wages thereof and it is in response to Letter no. ITI/Kang/ 138 Dated 15-09-2009 from Superintendant Women ITI Kangan, regarding the same incumbent, so it is clear that the incumbent was without any post for 2 and half years and was paid out of IDF. Why did the concerned DDO put the matter under carpet and how can one believe that the Deputy Directorate as the Provincial Head and the Establishment Section of Directorate as the overall human resources management body was not in know-how of the matters.
Giving the incumbent a preferential treatment, her remuneration was enhanced selectively vide Order no.58 of 2011, of Director Dated 25-02-2011 from Rs. 2000 to Rs. 2610 now by debit to salary head, on the recommendations of the Superintendent, ITI, Kangan vide his letter no. ITI/ Kang/ Estt./180, Dated : 24-08-2010. The order is issued by Director completely after six months of receiving the letter from Superintendant, ITI Kangan, without any query for late submission of the file by the concerned Establishment Section to the Director or seeking the status afresh. It indicates that the Superintendent ITI Kangan had been completely under some influence working like a vendor in the omission and commission of the irregularities and the Establishment Section had been a facílitator.
The Directorate having seen that murky waters settled, Ms Anjum Afshana was transferred from Women ITI Kangan to ITI Bandipora, her home-town office, vide Order no. 76 of 2014 by the Director, Dated 24-01-2014 and that too to run the Dress Making Trade there, simply to give her a good job title and without caring for the academic loss of the trainees. The post of Workshop Attendant attached to Women ITI Kangan for drawl of pending wages was restored back to ITI Lalpora in the same order. Thus the engagement order in favour of the incumbent proves a buffoonery and void in the eyes of law.
In addition to all these preferential treatments, then Accounts Officer Technical Education, through a communication to the Superintendent, ITI Bandipora under No. DTE/101/ PF/ 82/35, Dated 28-04-2017 released pay band in favour of the incumbent in total violation of Finance Department norms without submitting the case to the Adm. Department for approval at the Secretariat and paying her the arrears amounting to 53 thousand without being got sanctioned by the Adm. Department of SDD as these arrears were for last 10 years i.e. 2007 to 2017. Here the concerned DDO misused his official position for his vested interest.
This is a patent example of how influence works when we see all those paid under Institutional Development Fund (IDF) in Skill Development Department like Afshana Anjum, are thrown from pillar to post and are mostly without any wages paid to them for two to three years, though performing menial jobs of cleaning, scavenging or guarding the gates and premises in Skill Development Department on full time basis but are unheard.
