Unemployed youth resents Bank’s inordinate delay in loan sanctions, DDC warn action

Rajouri, Sept 29: Resentment has been brewing among unemployed youths in Rajouri district over the inordinate delay by the Banks in sanctioning their loan cases sponsored by various departments under the Prime Minister’s Employment Generation Programme (PMEGP) and other Employment Generation Schemes.
After repeated complaints lodged with the office of District Development Commissioner (DDC) in this matter by the unemployed, Rajesh Kumar Shavan, DDC in an order issued on Tuesday has directed the Lead District Manager, J&K Bank to ensure the clearance of all pending cases forthwith with compliance report submitted to his (DDC) office personally by Wednesday evening.
“Failing which disciplinary action as warranted under the rules shall be initiated against the defaulters” the order read.
The order also said: “This office gives the guarantee that in case there is still a default, this office shall get the amount recovered from the defaulter as an arrear of Land Revenue by attachment of property and auction of assets. However, no case should remain pending on the plea of either guarantor or mortgage”.
The order said, it has been reported that a number of cases sponsored by the Department of Agriculture, Horticulture, Industries & Commerce, KVIB, Fisheries, Employment, Sheep & Animal Husbandry under Employment General Programmes are still lying pending for sanction in the various Branches of JK Bank, PNB, UCO, SBI for months together.
“The issue of pendency was repeatedly discussed in the meetings held regarding review of these schemes with the Lead District Manager, JK Bank, Rajouri, and on the spot directions were also issued on various occasions to get the pendency cleared without any delay” order read.
The order also said the number of unemployed youth have approached this office DDC’s) time and again with the complaints that the Bank are showing least interest in sanctioning of loan cases in their favour.
“Non-sanction of pending cases, despite clear-cut instructions issued by the government as well as this office, has been viewed seriously as these schemes are purely for the welfare of unemployed youths to earn their livelihood for self-sustainability and maximum are below 3 lacs” order read.
