Rajouri, June 16: During a surprise inspection of a Nasha Mukt Bharat Abhiyaan event on Monday (June 16), organised under the supervision of DSEO Rajouri (Nodal Officer) and the Block Development Officer (BDO) of Doongi Block at Government High School Doongi Brahmna, Deputy Commissioner (DC) Rajouri observed serious lapses by the organisers.
Acting firmly, DC Abhishek Sharma, IAS, ordered the attachment of Dr. Vikas Sharma, Medical Officer at PHC Kallar and designated resource person for the event, to CHC Kandi till further orders.
Additionally, BDO Doongi has been directed to furnish a written explanation within two days, justifying the failure of the event and his alleged casual approach.
During the inspection, the DC found that the BDO Doongi, Medical Officer PHC Kallar, and the event coordinator failed to coordinate and take responsibility for their assigned roles, leading to the complete failure of the anti-drug campaign in Block Doongi.
The DC, accompanied by the District Statistics & Evaluation Officer (DSEO), also noted a total absence of IEC (Information, Education & Communication) materials at the venue. Moreover, no students or local youth were present, indicating poor mobilisation and outreach efforts.
It was further observed that Dr. Vikas Sharma, despite a pre-shared schedule and clear instructions, was unauthorisedly absent from the event.
DC Abhishek Sharma stated:
“It has been specifically observed that the BDO Doongi, Medical Officer PHC Kallar, and the event coordinator failed to coordinate and take ownership of their respective responsibilities, resulting in the complete failure of the Nasha Mukt event in Block Doongi.”
According to the official order:
“Dr. Vikas Sharma, Medical Officer, PHC Kallar (resource person), is hereby attached at CHC Kandi till further orders. The Chief Medical Officer (CMO) of Rajouri is directed to make internal arrangements for the PHC Kallar. The BDO Doongi is hereby issued a show cause notice for his casual approach in organising the event.”
The order further added:
“He must submit a written reply and justification within two days as to why disciplinary action should not be initiated against him for his non-seriousness in organising the Nasha Mukt event.”
