Official-paper revelation shows in itself a dichotomy.

Jammu, Jan 14: The notification of seniority list of Vocational Instructors, of ITI Sector, in Kashmir Province as it stood on 01-01-2025 is issued vide Order No 77 of 2025 on 07-01-2025 by the Joint Directorate, Skill Development, J&K UT, Srinagar. Since transparency in the workplace is important but here, it is not done.
On serial No. 62 of the said seniority list, exists an employee whose academic qualification is mentioned as B Sc with technical as NTC when official record as published in the Jammu Jottings, on 01-01-2024 and on 09-06-2024 and 10-06-2024 shows the qualifications as B Sc, NTC and B Ed. Prior to it in initial appointment order No.421 of 1995, dated 29-06-95 it is shown as B Sc, 2nd year only (No B Sc (Final), No B Ed, No NTC). Then to hide the unfavorable and gain a permanent post against the one held temporarily ( Language Instructor) that was not with qualification as desired by the recruitment rules, as abetment by the officers/officials, it is expunged in official staff statements of 2015 to 2018, to show as B Sc 2nd year with NTC. Because the regularization case was not cleared, with B Sc and B Ed.
When the case is forwarded to the Joint Directorate for claim of regularisation, in favour of the incumbent, then concerned Superintendent/DDO mentions the Qualification as 12th pass (academically ) as confirmed vide letter No. ITI/seer/15110/ Estt/1666/67, dated, 15-10-2015, and gives a new twist to the case. Here the question arises how as a mismatch with the service book is B Sc with the Joint Directorate, the answer is through staff statements of ITI, send earlier, before passing B Ed, because the record flows from sub-office, ITI, to the Joint Directorate.
A guilty conscience needs no accuser. And we cannot blame any worker of being lackadaisical till a proper probe but can at least say that the system even is not vibrant.
After regularisation of the incumbent vide order No. 42 Edu(Tech) of 2018, dated 27-03-2018, it is mentioned in the service book as 12th pass with NTC, (Denying both the claims : official staff statements? prior to regularisation as B Sc, B Ed and JD’s record of B Sc) as per Superintendent ITI”s letter No. ITI/Seer/Estt/558-59, dated 11-1-2024. B Sc in the seniority list (Not to discuss B Ed for a while) shows dichotomy in official record, hinting at a conspiracy to abet the accused to sit on an official position illegally?
A detailed report has already been submitted to the Joint Director, vide letter No. ITI/Seer/Estt/258-59, dated 11-01-2024, by the Superintendent, concerned in response to JD”s letter No JDSDK/Estt/2023/6093-94, dt 26-12-2023, a year ago. Why a chronic delay in such a sensitive issue? The certificates of B Sc Final and B Ed and NTC issued in favour of the incumbent cannot be ignored and these institutions cannot be unreliable. But their mention at the time of regularisation could have proved harmful for the incumbent as these are not acquired genuinely and also disprove potentially that the incumbent got the wages regularly, as claimed by the DDO, while being on consolidated basis, and a prerequisite for the process of case for regularisation. Hence concealment. The only thing required is application of mind and delivery of justice.
