Unjust extensions in Health & Medical Education Department, making a mockery of the system

Extension should be banned!

Jammu, Nov 27: Why is the government granting extensions to certain officers, particularly in the Health and Medical Education Department? Shouldn’t the practice of granting extensions be permanently discontinued? Why do some officers resort to various tactics to secure extensions for themselves? Why doesn’t the government investigate these officers, who often exploit fabricated grounds to extend their tenure? Why aren’t such individuals, who undermine the integrity of the system, identified and held accountable? Why not property of such officers may be verified and investigated properly? These are pressing questions that linger in the minds of the people, demanding clear and transparent answers.
In a glaring departure from constitutional norms, extensions to government officers are increasingly being sought and granted without adherence to the principle of exceptional circumstances. According to the Constitution, extensions are to be reserved for officers of extraordinary merit, impeccable honesty, and significant contribution to their department. However, the present situation in the Health and Medical Education Department of Jammu & Kashmir paints a grim picture of this practice being misused.
Reports suggest that some officers are leaving no stone unturned to secure extensions, employing questionable tactics and leveraging personal networks. One such case involves an officer whose file for extension has reportedly reached the Secretariat of Jammu & Kashmir UT via channels in the Government of India. This officer, confident of bending the system to his advantage, is allegedly using all available resources to secure an extension, disregarding established norms and the greater good.
Unemployment crisis and the stagnation of talent: The unemployment rate in Jammu & Kashmir is alarmingly high, particularly in the health sector, where countless qualified doctors and professionals remain jobless. Granting extensions to officers who have already completed their service tenure exacerbates this crisis, creating further stagnation and denying opportunities to deserving young professionals. It raises a fundamental question of fairness: How can extensions for a select few be justified when so many are struggling to secure their first opportunity?
Such practices demoralize the workforce and compromise the integrity of the system. They reflect poorly on governance and create a perception of favoritism and inequality.
A call for transparency and accountability: This issue warrants immediate attention from the Lieutenant Governor, Chief Secretary, and Commissioner/Secretary of the General Administration Department of Jammu & Kashmir. It is concerning that the extension files of certain officers have reached these offices with generic recommendations, lacking any specific justifications for granting extensions. If such files are approved without thorough scrutiny, it would not only undermine the rights of others but also set a dangerous precedent for misuse of power in future cases.
Time for action: The government must take a firm stand to eliminate such practices. Extensions should be granted only in rare cases where the officer’s exceptional contributions are clearly documented and justified. Additionally, the properties and financial dealings of such officers seeking extensions should be thoroughly investigated to ensure transparency and accountability. Any officer found exploiting the system for personal gain should be held accountable and denied such privileges.
The people of Jammu & Kashmir deserve governance that is fair, transparent, and focused on creating opportunities for all, not just a privileged few. The time has come to end this culture of undue extensions and restore faith in the administrative machinery.
