Skill Development Department transcribes bad history

  •  The story regarding how the Director Technical Education, (Skill Development Department) ‘Tailors’ recommendations to accommodate the blue eyed is going on for last 6 days and today with its seventh part it is being concluded.

Jammu, Aug 14: Before saying anything, it is clarified that out of 47 numbers mentioned in annexure to proposal only 21 have been taken as their evidential documents are available with this office. Others cannot be deemed as tainted till the related documents regarding the matter are available. In the conclusion it can be said that most of the engagements were basically made randomly by issuing whimsical orders by Incharge superintendent of a sub office namely Govt. ITI Budgam on daily wage basis, without having any need of it and all were placed/posted in the same ITI and he was not an authority for making any engagements/appointments. Also these engagements were made in contravention of Govt Order of 24 March, of 1994. Or these were made by other incompetent officers against the spirit of fair play, meritocracy and transparency. No advertisement notice was issued for any vacancy. No applications invited. No merit list was prepared. No recruitment rules were taken into consideration. Direct quota posts were allotted after engagement on frivolous basis. Category share is devoured. Most of the appointees did not have required qualification at the time of Initial Appointment for the work assigned to perform. Technical qualifications seem to be acquired illegally while being on Academic Arrangements. Relatives of influential employees are engaged. Post of Wireman did not exist anywhere in Recruitment Rules. Nomenclature of Attendant and Assistant is creation of imagination. These are not as per NCVT norms as claimed in the proposal and the work assigned shown to them is in papers only because J&K ITI Instructors as petitioners filed an LPA No. 159 titled All J&K ITI Employees’ Association Vs State of J&K and others before the Division Bench of the High Court at Srinagar against the order of single Judge dated 2-2-2001 in SWP No. 1109/92. The LPA was allowed by the Court and decided on 2-12-2002. Operative portion of the Judgment is reproduced as: “The stand of the State is that so far as the ITI Instructors are concerned, they render 24 hours practical training in a week and also teach theory, whereas the Workshop Instructors (Polytechnic) render 12 hours practical training in a week and theory is being taught by the Demonstrators. So the claim of need of Attendants and Assistants, being as per NCVT norms, made in the proposal is not based on facts and it is made at the time when State accepts that no Assistants and Attendants help the Instructors in performing a fixed job. Those absorbed against Ministerial post of Junior Assistant have been taken from Technical Category of Attendants/Assistants (Though with doubtful qualifications) without any space in the proposal.”
On S No. 3, 7, 10, 11 and 34 hands are shown engaged as Attendants but have been placed in the category of Jr. Instructors, without any government approval. FIR 05 was lodged in 1997 but persons existing therein were forwarded to the govt. for regularisation, in 1999 to 2001, caring least about the objections raised, or presuming that there was no action from ACB against illegal engagements. FIR 05 is under active investigation now-a-days. Cadre of most of the beneficiaries is changed after Initial Appointment when nobody can deny the fact that rules cannot be changed after the game started and it is against the pledge in the proposal that appointees are given a post as per having specific qualifications as required for a job. Discrepancy in the qualifications shown in initial appointment orders and in the proposal is depicting something fishy, because it is done by the officers against official ethics. Initial appointment orders and the claim in the proposal are in bitter disagreement. Wordiness seems to bluff the authorities. To help the beneficiaries, Modus Operandi applied is to write the names of the beneficiaries differently in different documents, sometimes with first name only and other times with caste and sometimes with parental suffix and sometimes without it.
Case-to- case scrutiny is requested of the persons got regularised under J&K Civil Services Special Provisions Act, 2010 because this benefit is denied to the Academic Arrangements by Section 3(b) of the Act. It is demanded for the sake of justice and more so to expose the officials and officers along with conduits to bridge the gap between unemployed youth and the present govt. on the healthier relationship of zero tolerance for corruption.
After publishing seven parts of this story in my newspaper, addressing malpractices, violations, corruption, and irregularities, I conclude with the hope that action will be taken based on the facts presented, not merely because of the publication of these reports. My intention is not to target any individual personally, but rather to fulfill my professional duty to expose misdeeds, corrupt practices, and violations. With this, I am now concluding the news story.
