- The story regarding how the Director Technical Education, (Skill Development Department) ‘Tailors’ recommendations to accommodate the blue eyed is going on for last 5 days and it will continue further more.

Jammu, Aug 12: The Skill Development Department, previously known as the Technical Education Department, was deeply involved in discrepancies and malpractices. The issue of dereliction is very serious and has not only affected the department and its genuine employees but has also shaken public trust in the J&K machinery. The law of the land has been openly violated for personal gain, undermining both public interest and trust at every step. We will provide further details to help you understand the extent of these misdeeds.
Mentioning about the S No. 37 of annexure to proposal is Farooq Ahmad S/O Gh. Mohi U Din, qualification B Sc and Designation Language Instructor. He was placed in ITI Kulgam. It is as per his initial appointment order as per reference letter no. ITI/ Kul/ Estt/2002/ 304-05, dated 04-03-2002. But in the list of candidates working on consolidated pay in adhoc arrangement against the Direct Quota posts having executed agreements in pursuance of the policy related to the adhoc appointments issued vide Govt Order No 794-GAD of 2004 dated 22-05-2004, he is shown as Math and Science Instructor. And in the annexure ‘A’ to Govt. Order No. 91 Edu Tech of 2006, dated 02-08-2006 he is shown as Workshop Calculation Instructor on S No. 26. Why Change of cadre to such an extent, when he was eligible for the post of Language Instructor also. It simply proves disregard to NCVT norms, training program, recruitment rules and office ethics. Wharf and woof of the office procedures is put in shambles.
Whereas, at S No. 39 of the annexure to proposal exists name of Rehana D/O Ab Rehman, qualification shown is Diploma in Electrical Engineering and work assigned is Electrician Instructor. Then placed in ITI Bemina. This name with the same parentage does not exist in any related document available with this office that could have confirmed that it really is the name of any hand engaged on Academic Arrangement by the department in ITI Bemina as shown in the list of annexure to proposal. But it becomes a point of attention when we collect information regarding the same. Presently a namesake Rehana (Yousuf) D/O Mohd Yousuf is working in ITI Bemina as Drawing Instructor, not yet regularised. And one appointment order vide No. 672 of 1994, dated 2-8-94 is found in her name under endorsement No. DTE/Est/128/702-05, dated 2-8-1994. The order of appointment shows her Diploma Holder in Electronics, for conducting Electronics Trade in Women ITI Budgam, on consolidated pay of Rs 1500 per month for a period of 89 days in the first instance, purely as an Academic Arrangement. The list of candidates working on consolidated pay in adhoc arrangement against the Direct Quota posts having executed agreements in pursuance of the policy related to the adhoc appointments issued vide Govt Order No 794-GAD of 2004, dated 22-05-2004, shows her as Drawing Instructor on S. NO.3. And Annexure to letter No. DTE/101/Estt/2005/240-lll/k/3304-33, dated 07-10-2015, shows her again Drawing Instructor on S No. 3 at Women ITI Bemina. (Where she is presently working). The name of Rehana Yousuf D/O Mohd Yousuf Khan doesn’t exist in the list of 47 hands shown in the annexure to proposal. How does her name exist in the other related documents with a change of designation from the one shown in the Initial Appointment Order, is a question.
Meanwhile, on S No. 43 of annexure to proposal exists the name of Mohd Shahnawaz S/O Ab. Raheem Mir, qualification Matric/ITI, work assigned Attendant. Then placed in ITI Shopian at the time of initial appointment. As informed by a reliable source, he is the son of Ab. Raheem Mir who was in the Directorate of Technical Education as Head Assistant and S O in Establishment Section over decades and during the time his beneficiary son Mohd Shahnawaz got engaged as Attendant.
