Jammu, Aug 08: Let we take, S No. 22 of annexure is shown Gh. Hassan Khan S/O Gh. Mohd Khan, qualification B Com, placed in ITI Bandipora and work assigned is Social Studies Instructor. He is having qualification required for the post given. But is shown as Junior Assistant in Annexure to Govt. Order No. 91- Edu (Tech) of 2006, dated 20-08-2006. Why a change of cadre from appropriate to inappropriate? Reportedly, he retired in April, 2024, without being regularised.
Whereas, on S No. 23 of the annexure is the name of Khalid Mayeem S/O Tariq Ahmad with qualification Matric and designation as ‘Wireman’. Was placed in ITI Bandipora. Post of Wireman does not exist in the recruitment rules, namely SRO 235. But the designation shown in the annexure of the proposal here is the same as in the Initial Appointment Order issued by the Superintendent, Govt. ITI Bandipura dated 10-07-1995. While going through this appointment letter it is clearly evident that the qualification mentioned therein is B A 3rd year. But ‘3rd year’ is hand written against typing and shows an insertion after use of some ink removal. When it is so (and it seems so because his qualification is shown only Matric and designation of Wireman is retained in the annexure to the proposal as per this appointment letter and both are govt. documents), why and how his designation is changed from Wireman to Junior Assistant? Instead, an FIR should have got lodged against him. Why he is given a shield , a job with an opportunity to tamper with the legal right of earning of another soul as vide Directorate Order No. 686 of 2006, dated 21-08-2006 he is placed as Junior Assistant in ITI Handwara against available post of ITI Pattan temporarily attached to ITI Handwara? So the Director, changing his designation and qualification against the one in the Initial Appointment Order, is not doing things with clean hands. Hence the claim made in the proposal that engagements as Academic Arrangements are made for the smooth functioning of the training is brazenly proved as farce. Be it said that these are only fake, fraudulent, illegal and back door appointments against the spirit of fair play, meritocracy and transparency.
Moreover, at S No. 25 is shown the name of Aijaz Rasool Bhat S/O Gh. Rasool, qualification is Diploma in Electrical Engineering and work assigned is Workshop Calculation Instructor. He was placed in ITI Pattan. In the annexure ‘ A ‘to Govt. Order No. 91 Edu( Tech ) of 2006, dated 02-08-2006 he is shown as Drawing Instructor. Why change of cadre when the proposal reads that these hands were engaged on the basis of qualification and experience for a particular job as per the NCVT norms. He is regularised against a post not engaged against the one in the Initial Appointment Order.
Whereas, on S No. 29 of the proposal exists the name of Nisar Ahmad, S/O Mohd. Khalil, qualification Matric/ITI, Work assigned is Social Studies Instructor, was placed in ITI Baramulla. The question arises which recruitment rules permit a Director to engage one with Matric qualification as Social Studies Instructor? Is it for smooth functioning of training? What would have proven the fate of the trainees given him to teach? He is regularised as Jr. Instructor R & T v vide Order No. 42 Edu (Tech) of 2018, dated 27-03-2018. So, engaged when under-qualified for a post and regularised for the post not engaged against.
