Broken Trust and Eroding Confidence: Tehsildar’s Deception Shakes Public Faith in Revenue Department

Jammu, August 02, 2024: Tehsildar Jammu (North), Aman Kumar Anand, has been accused of attempting to conceal a massive land scam through a fabricated rebuttal to a Jammu Jottings exposé published on July 27, 2024, titled “Massive Land Scam Unearthed in Tehsil Jammu (North).”
Jammu Jottings, has enough evidences which exposes the Tehsildar’s misleading claims and his involvement in the fraudulent sale of Custodian land in Raipur-Domana.
The controversy revolves around Khasra Nos. 856 and 961, totalling 41 Kanals and 2 Marlas, currently under litigation and pending restoration with the Custodian Evacuee Property office and under Status Quo in Jammu Municipal Court. Despite this, the Tehsildar issued multiple Fards for this land, including a recent instance on July 25, 2024, where a registry was executed based on a fraudulently altered Mutation number.
In his rebuttal, the Tehsildar claimed that the incorrect Mutation No. 1205, instead of 1304, on a Fard issued in June 2024 (Application No. 12772006202421263154) was due to an inadvertent typing error by the Patwari, which was subsequently rectified. However, Jammu Jottings’ investigation reveals that the “rectified” mutation number was still incorrect, changed to 1204 instead of the original 1304. Furthermore, the Jamabandi Nakal attached to the Fard Intikhab also reflected the incorrect Mutation No. 1204.
Adding to the deception, the Tehsildar asserted that there was no record of the Custodian Department’s ownership of Khasra No. 856 in the revenue records. This claim is demonstrably false, as evidenced by multiple documents, including Form No. 1 issued by the Custodian Evacuee Property office on July 18, 1981 (Notification No. 126/AC), which clearly states that Khasra Nos. 856 and 961 in Raipur-Domana are Evacuee Property. Additionally, an order issued by the Custodian Evacuee Property Jammu on June 11, 2019 (No. 208-209/AP), directed the Tehsildar Janipur to place the disputed land under the Superdari of Field Inspector Mohd Younis until further orders. The ongoing restoration case further confirms the Custodian Department’s claim on the land.
Adding to the gravity of the situation, the disputed land is currently under a status quo order (Case No. 3498/2020, CNR No. JKJM020038192020) dated 10/10/2020, prohibiting any change in ownership or issuance of Fards. However, the Tehsildar, in blatant disregard for the court order, has issued around 30 Fards for the land since 2023 till date.
Jammu Jottings’ investigation, backed by documentary evidence, including WhatsApp communications with the Custodian Officer, exposes the Tehsildar’s blatant lies and his deliberate attempt to mislead the administration. The manipulation of land records, despite a pending restoration case and a court-ordered status quo, raises serious concerns about the Tehsildar’s integrity and his potential involvement in a larger corruption racket.
When we communicated to Custodian Officer through WhatsApp, he had told us that this matter is under investigation. Tehsildar Jammu (North) has conveniently ignored the above facts while issuing the rebuttal to save his skin.
On July 10, 2024, Jammu Jottings alerted both Tehsildar Anand (10/07/2024 at 12:36 PM) and the Custodian Evacuee Property office (12:14 PM) via WhatsApp messages regarding the ongoing fraud including the Sub-Registrar in a written compliant. The Custodian Officer, upon inquiry, confirmed that the case was under investigation and no Fard can be issued, he further said that final decision would come soon and land will be restored to Custodian Department.
This is blatant lie as the field staff and Tehsildar Aman Kumar Anand instead of correcting it from 1205 to 1304 have written it as 1204. Jamabandi Nakal attached with the Fard Intikhab is also of 1204 instead of 1304. The uploaded farad on 25th July should be scrutinized from NGDRS portal of registration department.
While Anti-Corruption Bureau (ACB) is investigating the illegal grabbing of Custodian land the Tehsildar North Aman Kumar Anand has thrown an open challenge to ACB by issuing Fards on a land that is under dispute and has a Status Quo order from Court besides ordered to be kept under Superdari of Field Inspector Mohd Younis by Custodian Department.
The public is outraged by this blatant abuse of power and demands a thorough investigation into the Tehsildar’s actions. The fraudulent sale of Custodian land threatens the land ownership rights of genuine buyers who may face eviction in the future, highlighting the urgent need for accountability and swift justice. The Revenue Secretary must take immediate action, investigating all Fards issued by the Tehsildar by checking the facts from and punishing the officials responsible for this massive fraud. This incident underscores the need for a systemic overhaul to prevent such blatant disregard for the law and restore public trust in the Revenue Department.
