Jammu, Jan 07: The drama of tussle between land grabbers and the administration is unfolding on a piece of land in Paloura area of Jammu district where one-upmanship is intriguing the general public who are witness to removal of government sign boards, reinstallation and reinstallation of old boards thus making a mockery of rule of law in the district.
The highhandedness and brazen impunity with which the anti-social elements are operating in Jammu continues unabated despite the fact that administration has been vowing time and again to take strict action against the culprits against a recent land garbing case where administration had taken swift action to remove encroachment on the government land under Khasra No 356 at Paloura.
However, despite administrative action the land grabbers are so emboldened that they have twice removed the sign boards of the government to enforce their own mafia-law even as the administration has now lodged an FIR against unknown persons for trying to encroach upon a government land and removing the sign boards installed by the government not once but twice on a piece of land at Plaoura in Jammu.
However, after the FIR the land grabbers interestingly re-installed the old board (installed by Govt on January 02) in fear but erased the Khasra No from the board thus making it clear that all is not well between the administration and land mafia in the heart of Jammu city
According to sources the land grabbers removed the sign boards installed by government on January 02, 2024 after the administration removed the encroachment at land under Khasar No 356 at Paloura which were brazenly removed by the land grabbers throwing the rule of law to winds.
However, after the first removal, the administration against installed fresh sign boards (in Red Colour) on a concrete platform to send a clear message that administration means business this time but the land grabbers were so emboldened that they again removed the sign boards on January 06, 2024 and the concrete platform prompting the Tehsildar Jammu (North) to lodge an FIR (FIR No 05, U/S 447, 427,379 dated 06/01/2024) at Janipur Police station, against unknown persons and issue a stern warning that now a direct action will be taken against the culprits.
In the FIR Tehsildar Jammu (North) has complained that the administration had installed a sign board on January 02, 2024 declaring the land under Khasra No 356 and 402 as state owned land but some unscrupulous elements hellbent upon encroaching the government land removed the said sign boards thereby challenging the power of the administration.
The complaint says that the administration again installed fresh boards on a concrete platform which have been stolen but the land grabbers once again showing total disregard to the rule of law removed the sign boards in order to grab the land, hence the administration now wants to lodge an FIR against unknown person and a strict action against the culprits.
Keping a tab on the story Jammu Jottings learned (with visual proof-GPS Photographs) that after the FIR was lodged the land grabbers secretly re-installed the old boards (Jan 02) on the site but interestingly the Khasra No was erased to realise the phrase one bird in hand is worth two in the bush.
Jammu Jottings is in possession of all the three sign boards; the first installed after removing the encroachment (dark Blue with clear Khasra No 356), second Red one which the administration re-installed and the third old {Dark Blue} (with GPS location) which the land grabbers re-installed after the FIR, thus bringing to you all the drama that is unfolding at Paloura on this particular piece of land.
When contacted the concerned revenue authorities admitted that the board re-installed on January 06 was also removed on January 07 as was done with the board installed on January 02, 2024.
However, the land grabbers fearing arrest instantly reinstalled the old board of January 02 on the same date when FIR was logged but erased the Khasra No from it.
When Jammu Jottings contacted the concerned SHO of Janipur Sikandar Singh Chowhan, he told this correspondent that after this FIR if anyone tries to do any illegal activity on the said land his name will be added in the FIR and warned that stern action will be taken against the culprits.
The SHO said that he has deputed constables to patrol the area daily thrice and if anybody found indulging in any illegal activity he will be immediately arrested and dealt with sternly adding no illegal activity will be allowed on any government land.
However, what intrigues the common man is that despite the whole administration working round the clock against land grabbers on this particular piece of land, the land grabbers are still acting with impunity and within four days the government installed sign boards were removed twice by land grabbers showing the total collapse of rule and law in the heart of Jammu city.
The local residents say that if the government really means business and wants to stop such land grabbers from illegal activities the government must immediately hand over the said land under Khasra No 356 and 402 to some government department to save this land from going into the hands of land grabbers.
The said land has become a bone of contention between the land grabbers and the government where the land grabbers seem to have an upper hand while the government is in defensive.

Background:
It may be recalled Tehsildar Jammu (North), Aman Kumar Anand, had issued a stern warning to landgrabbers and encroachers, cautioning them against laying claim to state land in Jammu. He had emphasized that stringent legal measures will be taken against any involvement in illegal activities related to land encroachment.
This warning was prompted by a filed complaint on 30/12/2023, reporting attempts by landgrabbers to sell a portion of 24 Kanal, 13 Marla state land under Khasra No 356, mutation No 2004/1(Jeem).
This complaint pertained to land under Khasra No 356, earlier declared state-owned by the then District Magistrate Jammu, Anvy Lavasa, through an order on 29/04/2023. Subsequent official entries on the mutation register on 10/05/2023 solidified its status as state land. Despite this, reports indicated landgrabbers’ attempts to unlawfully sell the land, leading to the prompt action by Tehsildar Jammu (North).
Taking swift action, Tehsildar Jammu (North) formed a team accompanied by law enforcement, installed signboards marking the land as state-owned.
