Jammu, Jan 1: Corruption is a double-pronged monster in the society. Corruption is dishonest behaviour by those in positions of power and it mainly leads to an erosion of trust. That is because people can lose faith in the work of organization in question.
In Skill Development Department (ITI Sector) a candidate working on consolidated basis processes the case for regularisation under Act 2010, meant for regularisation of consolidated, contractual, adhoc basis workers, soon after the Act comes effective in 2010. Vide Staff Statement No. ITI/Seer/Estt/378, dated 07-01-2010, ITI/Seer/Estt/2011/330, dated 28-05-2011 and ITI/Seer/12/272, dated 16-07-2012, the qualification shown is ITI Electronic Mechanic, BSc and BEd. The Empowered Committee meant to scrutinize the documents in light of the said Act rejects the case 3 times up to 2018 as the qualification and monthly drawn remuneration statements mismatched. Then the consolidated payee from Govt. ITI Seer Hamdan, Anantnag, Kashmir re-submits the case, definitely in connivance with the concerned DDO, and conceals the already submitted information by showing the qualification as ITI trained in Mechanic Electronic and BSc ii year only as it is the qualification mentioned in the initial appointment order No. 421 of 1995, dated, 29-06-1995. It is substantiated by the staff statement no. ITI/Seer/15/1328-29, dated 09-05-2015, ITI/Seer/15/64/1806-07, dated, 30-12-2015 and ITI/ Seer/estt/2018/681-82, dated 12-01-2018. And the Empowered Committee declares the candidate as eligible. The government accordingly issues the regularisation order in the favour of the beneficiary. The remarkable thing in the story is that reportedly the qualification shown in the service book of the beneficiary is 12th pass only.
Since 2018 after being regularised as Vocational Instructor, illegally earned salary is drawn from the State Exchequer in favour of the beneficiary.
The concealment of information by any govt. official is punishable act and the amount drawn from Govt. Treasury as the pay dues of beneficiary are to be recovered from the DDO giving wrong information as per the Act 2010. Hope the said department acts tough in this case in order to expose the hierarchy of officers from the Superintendent (DDO) to Deputy Director (Provincial Head) to Director, to Commissioner Secretary of the department, through whose tables the case for recommendation passed and finally the empowerment committee was but to believe in the signatures of the officers already trusted as gazetted.
