Jammu, Oct 29: How can an officer allegedly forget the name of his department in which he is not only working but heading the department? Is it by mistake or his hidden agenda or his inefficiency? Why is the administrative department of Skill Development silent over such blunder? These are some sharp questions for the said officer and administrative department of Skill Development so both come forward and clear the clouds of doubts among the people.
Human error is cited as the primary contributing factor in major disasters and accidents in industries. In fact research suggests that regardless of the activity or task humans make 3 to 6 errors per hour and on average 50 errors per day (or at least per work shift). In comparison technical or machine mal-function causes only a small percentage. Yet even with this knowledge, we are more likely to forgive human error over machine. Why is this?
On 12-10-2023, Directorate of Skill Development, Jammu & Kashmir, UT publishes Bill Document under Bid Number: GEM/2023/B/4079237 Dated: 12-10-2023 for item category DESKTOP COMPUTER, ALL IN ONE, IFPD, PROJECTOR, UPS 1KVA, UPD 5KVA, LASER PRINTER, MFP PRINTER.
Bid details mentioned in the document show that this sensitive document involving expenditure of lakhs of rupees together has been taken very casually as the errors in the document are of gruesome nature, all against the set norms for publishing such a document.
The name of the department is shown as “Youth Services & Sports and Technical Education Department Jammu and Kashmir”. It was actually in June 2020 that the Administrative Council took a decision to change in the nomenclature of the department from “Technical Education” to “Department of Skill Development” and accordingly “Directorate of Technical Education” to “Directorate of Skill Development”. Office name of the Bid- document- issuing- office is shown as “Bikram Chowk Jammu”, when actually it is the address of the office.
Since the items are available on GeM, catalog bid should have been published instead of BOQ Bid. The items required for purchase are of different categories but total value-wise evaluation is chosen instead of item- wise evaluation. To the utter surprise of the business establishments Bid Estimated Cost is not shown in the Bid Document. On the other hand EMD is fixed Rs 2 lakh. Earnest Money Deposit is charged at the rate of 2% of the total estimated value of the stores required which should be calculated taking into account all the components. The exact amount of the EMD should be mentioned in the Tender Document. Why this flaw/ambiguity in digital world? It is also tough to understand for new entrepreneurs as they claim, when Bidder Turnover is fixed 400 lakh in the document but on what basis it is fixed and not made clear.
OEM turnover is not shown in the Bid Document, when the minimum average annual financial turnover of the OEM of the offered product during the last three years, ending on 31st March of the previous financial year should be as indicated in the Bid Document. One is complementary to other. When one is missing another is invalid. The casual approach to such a sensitive patch of work is fully depicted when the specification document uploaded with the Bid Document is found without any signature of the issuing authority. It hints to some conspiracy or hegemony of some outside force in the office.
