Jammu, Aug 23: The outgoing Deputy Commissioner Jammu Avny Lavasa IAS has another surgical strike on the land robbers who have robbed the land and ordered that the entries made with regard to the change of classification of soil as well as change in Girdawari by the revenue staff are hereby set aside and restored to its original position.
Taking a serious note of communication received from Tehsildar Bhalwal vide No TB/OQ/2023-24/692 dated 18-08-2023 reporting that land measuring 246 kanals 15 marlas of Khasra No 3481 of village Bhalwal is recorded as ‘Gair Mumkin Jadd’ in jamabandi 2001-2002 BK.
The Deputy Commissioner Jammu has taken very immediate decision as she received report from Tehsildar Bhalwal on 18-08-2023 and she taken the decision on 19-08-2023 within 24 hours, which itself is a record in the revenue department and it is lesson for the other Deputy Commissioners to act like this to deliver the justice.
The report further disclosed that as per Girdawari of rabi 2017, the kind of soil for the land measuring 69 kanals and 14 marlas bearing khasra No 3481 of village Bhalwal has been changed from ‘Gair Mumkin Jaad’ recorded in Jamabandi 2001-2002 BK to ‘Banjar Qadeem’ in favour of Joginder Sing son of Hari Singh resident of Bhalwal as shareholder.
There is probation on transfer/change of kind of soil, which is uncultivable in the form of Arak, Kap or Kah-i-Krishan or which grows fuel or fodder provided in section 20 -B of Big Landed Estate Abolition Act, 2007 (Now repealed) and Section 3(f) of Agrarian Reforms Act, 1976; the definition above includes ‘Gair Mumkin Jaad’ also.
In her decision the DC Jammu made it clear that the said changes in kind of soil have been affected gross violation of the provisions of Big Landd Estates Act, 2007 BK & Agrarian Reforms Act, 1976 as well as the circular instructions issued by the higher authorities in this regard from time to time.
Keeping in view the said facts and figures the Deputy Commissioner Jammu ordered that the entries made with regard to the change of classification of soil as well as change in Girdawari by the revenue staff and has been set aside. The order further said that the record of 69 kanals & 14 marlas land bearing khasra 3481 of village and Tehsil Bhalwal be restored to its original position as recorded in Jamabandi of 2001-02 Bk. She directed the concerned Tehsildar to implement the same in revenue record.
