RDD scam, more heads to be involved!

• The case is of very serious in nature and it is being predicted that many senior officers may be involved so the government must handover this case to CBI.
•  The then BDOs and ACDs since 2015 would be investigated to get the bring out the many skeletons from the cupboard of BDO Mathwar and RDD.

Jammu, May 15: In a major development in theft case of record from the office of Block Development Officer, Mathwar, the investigating team led by concerned SDPO DSP Mohan Lal assisted by SHO Gharota and other departmental officers has arrested one Mool Chamnd Raina VLW from a hideout where he was evading arrest, besides several stolen files pertaining to the missing record, six keys of different lockers, one pistol and one Fortuner a very costly luxury four wheeler.
The investigating team is hopeful that more arrest will be made very soon in the regard. The issue is of very serious of nature but the personal interest RDD Commissioner Mandeep Kour has unearthed this biggest scam.
The team raided several locations as a part of search for the stolen and missing important record pertaining to payment of the labour under the MGNREGA scheme. The record was stolen from the office with a sole motive to embezzle the funds which have been meant for labour. The missing record was very significant and contains all the record of funds. This is not a small issue but a big conspiracy hatched by several senior officers and the officers the then including ACD Jammu and BDOs must be investigated to unearth the actual scam.
Such scam is not the only work of VLWs or others, whereas the then JEs, AEEs and XENs must be booked for such theft. The role of the then JEs, AEEs and XENs since 2015 cannot be ruled and they should be interrogated and investigated properly.
In 2018, the then Director General, Rural Development Department, Jammu vide its Order No 527 DRD of 2018 dated 31-12-2018 has ordered an inquiry after suspending the six officials including Ajay Kumar Kandhari Junior Engineer, Ashol Kumar Gupta JE, Mool Raj Raina VLW, Preeti Kohli VLW and Ashwani Sharma JE but the officers appointed for enquiry has not enquired satisfactory and it has given birth to this scandal. Three BDOs including Sania Haq Khan, Sanoober Jameel amd Rajni Bala were appointed as enquiry officers but they could not achieve the purpose for which they were entrusted.
It is pertinent to mention that the Assistant Commissioner (Development) Jammu Preeti Sharma JKAS has written a letter to Station House Officer, Gharota letter No ASDJ/MGNREGA/2023-24/1575-80 dated 13-05-2023 that the concerned Block development Officer Mathwar vide his letter No BDO/MTH/2023-24/98 dated 12-05-2023 reported her office that the record of Block Mathwar pertaining to various schemes have been stolen which is required for the social audit of the MGNREGA Scheme with effect from 2015 to 2023. The ACD Jammu further requested to SHO to lodge an FIR and recover the requisite record and bank accounts record with effect from 2015-2023 from the concerned officials i.e. present Panchayat Secretary namely Farooq Ali and previous Panchayat Secretary Mool Raj Raina and the the clerical staff of BDO office, Matwar.
