JKSSB selected 63 candidates for Class IV, MTS positions in RDD but denied adjustment/salaries

In RDD 21 days or 181 days are similar!

•  The RDD has issued Government Order No 303-JK(RD&PR) of 2022 dated 29-10-2022 and asked the candidates to join within 21 days but 181 days have passed the RDD failed to adjust them and 63 candidates are being deprived of basic right of salary.
• The 63 candidates were selected by JKSSB vide its letter No SSB/Secy/Class-IV/2021/6273-78 dated 18-10-2022 and endorsed by GAD by its letter No GAD/MTGORBIU/267/2022-09-GAD dated 27-10-2022 but the candidates are suffering for no fault.
• The Commissioner Secretary, Rural Development Department (RDD), Mandeep Kaur not attended the repeated calls but Additional Secretary Sanjay Bhat talked to Jammu Jottings and told that ‘Badi Jaldi’ (very soon) they would be adjusted but he hesitated to tell the time period or date, which indicates that there is something fishy.

Jammu, Apr 26: Why Rural Development Department, Jammu & Kashmir taking the issue of 63 selected candidates very casually despite lapse of 181 days instead of 21 days, which is itself a mockery? Why is not the Commissioner Secretary, Rural Development Department (RDD), Mandeep Kaur taking interest in the issues of newly Class IV selected candidates? Why Rural Development Department, Jammu & Kashmir is coming clear on this issue despite lapse of 181 days against 21 days as it has mentioned in their order itself? Why the administrative officers of RDD are violating their own order No 303-JK(RD&PR) of 2022 dated 29-10-2022 in which they said that the candidates have to join within stipulated 21 days failing in which their order will be deemed to cancel ab-initio without further notice? What is the actual meaning of ‘Badi Jaldi’ and RDD officers should explain it? These are very serious and logical questions irritating in the mind of people and the officers of RDD have to reply.
As many as 63 candidates who were selected for the Class IV positions and Multi Tasking Staff (MTS) in Rural Development Department (RDD) after qualifying the Service Selection Board (SSB) exam have been denied the adjustment and salaries for the last six months. They are without salaries as the concerned authorities in the districts claim that there was no available vacancy for the posting of newly recruited staff. The candidates from different districts including Budgam, Kupwara, Anantnag, Ganderbal, and Kulgam were appointed as Class IV MTS in RDD & selection was done through JKSSB notification no 1 of 2020 and received their appointment orders from the department after completing all formalities. However, when we joined our concerned Assistant Commissioner Development offices, we were informed that there were no vacancies for them. They are being deprived of their salaries meanwhile they were assured that the matter would be resolved within days, and temporary postings were done in their favor. However, 181 days have passed, and the issue remains unresolved, leaving the candidates without salaries for the period. The issue has caused chaos and fear among them, despite being merit holders, are suffering harshly. There are reports that they are so depressed that they do not have a single penny to go to the office. Despite approaching the Director of RDD, Under-Secretary RDD, Secretary RDD, and other concerned officials but they have received no relief. With Eid-ul-Fitr around the corner, “Our administration is only giving us false hopes. We urge the authorities to adjust us against the vacant posts and release our pending salaries as well.
