After lapse of 616 days of his transfer, Nikhil Sharma not handed over charge to his successor

Jammu, Mar 03: Why Nikhil Sharma Junior Assistant has not handed over the charge after his transfer from office of Chief Education Officer Rajouri to High School Potha on 25-05-2021? What was the intention of Nikhil Sharma Junior Assistant for illegally keeping the important record of office of CEO Rajouri in his custody? Why is Nikhil Sharma Junior Assistant so arrogant that he had not handed over the charge to his successor? Who is behind Nikhil Sharma Junior Assistant for making him to keep the records of CEO Rajouri in his custody illegally? Why has not been an FIR lodged against Nikhil Sharma Junior Assistant for keeping the important record in his custody illegally? These are very pricking question for the School Education Department and the officers have to make replies or they accept that do not have hold on the department and on their subordinates.
The transfer is the part of service and the same thing happened with Nikhil Sharma Junior Assistant and he was transferred to Government High School Potha vide CEOR/NT/9812-19 dated 25-05-2021 and then relived from CEO office vide No CEOR/11679-81 dated 04-06-2021 but he has not handed over the charge till 31-01-2023.
This is the biggest mockery in the School education department and a little clerk has done this on the behest of some person who is standing behind him. He has joined the Potha School as his joining report is here with us.
Junior Assistant is an employee who is supposed to run the office of any school or organisation and as such should be well versed in office language and office procedure. This incumbent seems totally unaware of the office routine work as is depicted by the joining report which is full of spell mistakes and grammatical errors. He does not even know where to put his signature and it seems his first ever signed letter during whole service period. It seems that his appointment is a backdoor entry, may be genuine too.
