Jammu, Mar 01: How the influential people loot the State Exchequer with the help of corrupt Government Employees is once again established by this fact when an insider at ITI Bandipora told Jammu Jottings that since the inception of the incumbent, in 2007, Ms Sakeena Majid as Hostel Cook, the Hostel was never ever functional at the ITI whereas per post allotted she was supposed to work for preparing meals for the hostlers but the DDOs continued to pay the salary to the said employee as an idle worker, knowingly, though it was objected to by the audit parties at different stages as in the case of Shabir Ahmad Bhat, junior assistant, ITI Bandipora who is in papers shown as Orderly posted at ITI Gurez, but is physically at ITI Bandipora and reportedly drawing boarder allowance admissible at ITI Gurez. Since 2007 State Exchequer is milked by the DDO even after the objection of the audit parties for making such payments but the Joint Directorate as well as the Directorate is not only a mute spectator to the scene instead are certifying the “performance” of the idle workers by giving the stars on the report card. Had there been any monitoring on the malpractices of the Drawing and Disbursing Officers by checking at least the Staff Statements by the provincial office the work culture would not have been eroded to this extant.
In 2004 one post of Language Instructor was shifted from ITI Bandipora to ITI Anantnag, to favour one self-styled leader of All JK Govt. ITI Employees Union, namely Farooq Ahmad Shah by retaining him there on the previous position when he was transferred to ITI Bandipora but did not join there after influencing the then Director of Technical Education. His Post at ITI Anantnag was already occupied by one Bashir Ahmad Allie, Junior Steno Instructor who was promoted as Language Instructor and was transferred from ITI Bandipora to ITI Anantnag. Even after the retirement of Language Instructor, Farooq Shah, the post is still there and one Academic Arrangement is drawing pay against that as he is influential at Directorate because under rules for Academic Arrangement he was to vacate the position when one Drawing Instructor was appointed by Service Selection Board against the Substantive Post and joined there but Assistant Director, Incharge Establishment Section at Directorate, Javaid Ahmad Ganai (then) shot a letter to Principal ITI Anantnag to draw salary of the said Academic Arrangement against any available vacancy there and as such Language Instructor post of Bandipora is misappropriated there for illegal use by an Academic Arrangement. As a consequence of it great academic loss is caused to the trainees of ITI Bandipora, when the subject teacher is not available there for teaching Employability Skills.
