Jammu, Feb 14: Usually it is said that in JK “Father retires but son retains”. Actually it is that if father gets a job then all from paternal as well as maternal side including in-laws line will become government employees. The only knack you need to have is how to make “The boss” happy. Rules. Yes rules here are written, up-to-date, in books, followed strictly for undesirable and mostly these “Rules are for fools” and for those who are influential the rules are disregarded intentionally, ignored.
Now-a-days, in all other departments, the frauds committed during turmoil are brought to fore and taken cognizance by the people at helm of affairs. The beneficiaries along with scammers are brought under book and system is streamlined but in Skill Development not with that zest.
However, after this brief prelude, it is brought to the notice of the Govt. that one Gh. Mohi-ud-din Wani S/o Ab. Samad Wani R/O Bandipora was appointed as Night Chowkidar on 16-04-81 in ITI Bandipora, and reached to the post of Head Assistant till he retired on March 2019, without ever changing his place of posting. Then he got appointed his brother viz. Rafeeq Ahmed Wani, S/o Ab Samad Wani R/o Bandipora,under Matric, ITI pass in Plumber, as class IV, Night Chowkidar in 04-93, got his cadre changed from Night Chowkidar to Orderly to Workshop Attendant, all against norms and in 01-94, he got appointed his sister Mehmooda Akhter, D/o Ab. Samad Wani, R/o Bandipora. as class IV, vide Order No.206 dated 17-01-94: The wording of the order in her favour at S. No. 3 is ” Mtr. Mehmooda working against the migrant lean of Girja Kumari as Workshop Attendant is adjusted as Orderly purely on Stop Gap arrangement in the pay scale of 750-940 vice Shri A R Shah at S. No.2.” The date of her adjustment/appointment indicated in her service record is 18-1-94 but the order copy of this date is not available anywhere. When was she engaged as Workshop Attendant against the migrant lean of Girja Kumari and why was she and only she adjusted as Orderly purely on Stop Gap Arrangement substantiated the fact that it was all done on the basis of nepotism. Was the said Deputy Director competent under rules to make such engagement and adjustment is itself a question to the setup of the Organisation. She was not regularised on the post of Orderly by Departmental Promotion Committee but was temporarily elevated directly to the post of Workshop Attendant vide Order No.112 of 2007 Dated.14-02-2007 by the Director, against post retrieved from ITI Pattan, purely selectively along with other Helper Miss Kulsooma Akhter against promotion quota posts. In both the cases rules were violated as no advertisement was made for the posts and it was done solely selectively.
All others engaged on migrant lean were put to tough trial and were regularised only in 2007 vide Govt. Order No 68 of 2007, Dated, 11-02-2007. Such corruption cases were abetted by the officers who gave them a legal cover by providing them funds for salary on the cost of the State Exchequer. It was a chain from lower office of ITI to Directorate that made such scams possible. For last 30 years none bothered to check their Initial Appointment Orders to check at least their legitimacy. Public money goes in the purses of the undeserving till date. In 02-94 one Miss Darakhshan Anjum D/o Late Ab. Bari Peerzada, R/o Kunan Bandipora, adopted daughter of Khursheed Ahmad Diwaani, retired SO of Skill Development Department was appointed by the Superintendent, Govt. ITI Bandipora, Bashir Ahmad Hajam, as Daily Wager, vide No.428-29 dated :31-01-94 who was not authorised to make such an appointment but was influential in the Directorate, being President of ITI Employees Association, At a later stage when the complaints were lodged against this fraudulent engagement, the case was defended at Directorate by above mentioned Khursheed Ahmed Dewaani as relative of the incumbent, who was S O in litigation section at that time. All the daily wagers engaged genuinely in the department before ban were regularised on Helper posts created by the Govt. for the propose. The incumbent being still as daily wager is self explanatory to lead one to deduce the fact that it is an illegal engagement and Directorate is not caring much to stop payment as remuneration from Government Treasury.
