Irrigation Siot issues notices to 4 encroachers!
- The government is waiting for their cooperation otherwise government itself will bulldoze it and charge from the cost of demolishing as per the property right act.
- The AEE, Irrigation Siot said that the department has issued second notice to them and department is hoping that the encroachers will cooperate and in case non-cooperation department will do its job as per the provision.

Jammu, Jan 14: Why is not Irrigation Department acting tough on the land-encroachers? Why is the Irrigation Department begging from encroachers for vacation of encroached land? Why is not the Irrigation Department acting on the order of the government for vacating the encroached land from the land robbers? Why not the Assistant Executive Engineer, Irrigation Sub Division Siot using its power to throw out the land-stealers from their own land? These are very typical questions irritating in the mind of people and the senior officers of Irrigation department must come out to satisfy the people quarries.
The Irrigation department is very mandatory and vast department, it has its own significance in the government & society, besides this department is responsible for the maximum cultivation in the Jammu & Kashmir. This department has been allotted land by the government so that Irrigation department may work smoothly to provide water for irrigation to the land meant for cultivation. The balanced and uniformed cultivation depends on the water supply being supplied by the irrigation department but there are some land robbers like Vidya Bhushan son of Bhola Ram resident of Ward No 5, Siot, Tehsil Siot, district Rajouri and three other persons including Jeet Kumar, Kishor Kumar and Romesh Chander.
Despite the Assistant Executive Engineer, Sub Division Siot has issued the notice vide its office No SSD/22-23/320 dated 26-12-2022 to Vidya Bhushan son of Bhola Ram resident of Ward No 5, Siot, Tehsil Siot, district Rajouri to remove all unauthorized encroachment within 15 days but after lapse of 20 days the encroacher Vidya Bhushan not removed the illegal encroachment. The encroacher has defied and shown the disrespect to the notice issued by the LG government through Assistant Executive Engineer, Sub Division Siot. The other encroachers are Jeet Kumar son of Kasturi Lal, Kishor Kumar son of Chuni Lal and Ramesh Chander son of Des Raj and trio residents of Ward No 5, Siot, district Rajouri have been also served with notice on 28-12-2022 by Irrigation department for removing of encroachment from the land of Irrigation within 15 days but till date no response has been shown by them regarding encroachment.
In the letter of AEE Irrigation Sub Division Siot, it is clearly mentioned to remove encroachment from the Irrigation land but the encroacher has its own agenda. The letter reads as ‘Regarding the subject cited above, it is submitted that during my joint inspection on spot. It was found that you have extended corner of your building into the land of irrigation department, which is violation of property rights. As such, it is hereby ordered from this office to remove all unauthorized encroachment from the land of irrigations department within 15 days from the issuance of this notice under J&K Water Resources Act, vide section 38, sub-section 02.’ The subject too is very clear and read as ‘Illegal encroachment over irrigation land.’
Now the issue is that the government has recently ordered to remove all encroachments before January 31, 2023 and then why not the AEE Irrigation Siot taking this encroachment in consonance of the same order and the encroachment would be vacated immediately.
The Deputy Commissioner Rajouri must take this issue vigorously and get the encroached land vacated from the encroacher Vidya Bhushan and three other encroachers who have also encroached the Irrigation land.
The Assistant Executive Engineer, Irrigation Sub Division, Siot Amit Sharma said that he had issued second notice to the encroachers to remind them but still it is being hoped that they would cooperate with the department. He said that in the absence of cooperation from the encroachers than government will decide its own course of action in respect to encroached land.
