Why not a recommendation for PSA? Tehsildar Taryath asked the miscreant

Rajouri, Jan 12: The Tehsildar (Executive Magistrate 1st Class) Taryath in Rajouri district on Friday issued an explanation notice against one, namely Muzzafar Hussain for raising Anti-National and Anti-Social slogans in the tehsil office along with his supporters.
Muzzafar not only raised slogans but also threatened the Tehsildar, Naib-Tehsildar, and other officials with dire consequences, including the murder of someone at a disputed place ( a case of state land grabbing against Muzzaffar).
The incident took place on Wednesday, January 11) when Muzzafar Hussain went to Tehsil Office in connection with case of state land grabbing at Bain Nala in Kerri village under Khasra No.951/1 which, according to revenue records, is State & Forest land.
According to Tehsildar’s explanation notice, Khasra No.951/1 is already under inquiry by Anti Corruption Buureau , Jammu after a complaint was lodged by the locals about the alleged illegal encroachment.
“your (Muzzafar’s) attempts to grab the state land would create mistrust & distrust among other communities & religions and also create law & order problem” read Tehsildar explanation notice.
According to the explanation notice, Muzzafar along with some miscreants on January 11 barged into the Tehsil Office when the Tehsildar was busy in official work & meeting with tehsil officials.
“Your behavior was not up to the mark & you along with some miscreants interfere in the official work at tehsil office and also misbehaved with the undersigned (Tehsildar)& with Naib Tehsildar Moughla & GQ. Soon after you started threatening the undersigned with dire consequences & started talking about murder of someone at a disputed place” Tehsildar explanation notice read.
Explanation notice further read: “Muzzafar Hussain along with miscreants starts raising anti-national & anti-social slogans, including Pakistan Jindabad & Administration Murdabad. Your activities were viewed seriously & you have to explain your position within one week from the date of summoning to you & your personal appearance before the Magistrate 1st Class, Taryath on 19th of January 2023 at 12 pm.
“If you fail to present your case/reply in writing within one week, it means you have nothing to say in this regard. Why undersigned (Tehsildar) shouldn’t recommend your name for lodging of PSA against you for larger interest of the society in general & UT in particular, so the peace & tranquillity would prevail at tehsil Teryath , district Rajouri & UT of J&K” Explanation notice read.
