Back-dated mutation case at Paloura!

• On 20-08-2016 record depicts that it is state land, but in 2022 it exhibits ownership land since 06-06-2008 and they have illegally invoked LB-6.
• The said land was mutated back-dated to appease the land robbers and this had been done by the revenue officers and now they have to pay through nose.
• The energetic DC Jammu will not spare the officers if anyone found involved in this back-dated scam and would thrown out from the department with a gift of who would anyone who.

Jammu, Jan 09: How can a revenue officer make some entries in the revenue record backdated? How is it possible that a copy of Girdawri dated 20-08-2016 show that the land in question is state land but later it was observed that the same land has been mutated under LB 6 on 06-06-2008? Who caused such type of malpractices in the concerned revenue record? Why the then Tehsildar has changed the Qism as at that time the Tehsildar was not entitled to change the Qism? Is backdated entries and mutation not a crime in the revenue department or the department can digest such type of crime easily? These are very harsh question irritating in the mind of people against the revenue department and the senior revenue officers must come out and reply for it.
This is the story of land comprising 40 kanals falling under Khasra No 356 situated at Paloura and the land in question belonged to state land and its Qism was ‘Banjar Kadeem Adhak’, which clearly indicates that the land is non-transferable to anyone in the said Qism. But the land robbers with the help of some corrupt and anti-revenue department officers have conspired with them and changed the land qism and on back-dated mutated the land on the name of a private party, which is itself a big crime but the senior officials of the revenue department are in deep slumber.
There are two concepts emerging in this story that the senior officers are knowing well about process and they deliberately kept themselves silence to allow such illegal things to happen. The second concept is emerging that in case the senior revenue officers do not know about such illegality change in revenue record but when they would come to know they must take action against such officers who are trespassing their jurisdiction. But often it has been noticed that the senior officers have become so lethargic that they hardly care about such things and only having one major perception only to kill the time and complete their tenure.
The copy of Girdwari issued by the competent official of the revenue department on 20-08-2016 clearly depicts that the land in question is a state land and its Qism is ‘Banjar Kadeem Adhak’. But after 20-08-2016 one another copy came in the public domain that the land has been mutated on 06-06-2008, which clearly depicts that the some officers of the revenue department has made back-dated entries to convert the state land into ownership land by illegally invoking the LB-6 and all thuis crime has been done by the then revenue officers including Tehsildar, Patwari and Girdawar.
The biggest crime and anti-revenue department activities have been done by the then revenue officers that firstly they have illegally changed the Qism from ‘Banjar Kadeem Adhak’ to ‘Banjar Kadeem’; secondly they have illegally mutated the land; thirdly they have mutated the land on back-dated of 06-06-2008; and fourthly they have misused the provision LB-6 as it was not applicable in this case.
The said case was identified by the then a honest tehsildar in the year of 2021, when the then lower ranked revenue officers including Patwari and Girdawar in collusion with land robbers approached the then tehsildar for countersigning the Fards as the Patwari and Girdawar had already prepared the farad to cheat the government and department. The honest Tehsildar smelt foul in this episode and detected the illegal Farad being issued by the Patwari, whereas he tore the Farads and warned the said patwari for this but he avoided proceeding against the corrupt Patwari reason better known to him. If he had taken action against the said Patwari then the case had been exposed in the initial stage.
It is ample clear that some revenue officers have done multiple crimes, malpractices and corrupt practices in this case and the government should not remain silent over such anti-social, anti-department and anti-law activities of government officials but the dedicated and energetic Deputy Commissioner, Jammu Avni Lavasa has summoned the entire record in connection to this land scam and the concerned office had submitted the record to her for further investigation. The action is on the way and it is expected that stringent action will be taken against the said patwari and other officers.
