Jammu, Aug 02: Over a considerable period of time the department of Skill Department of JK UT has been in the highlights in Jammu Jottings for irregularities in the appointments, promotions, disproportion of posts and incumbents, financial embezzlement (IDF ITI Kupwara, Hannan Technical Institute, SDI) double drawl against posts, onslaught on the seniority of “Helpers”, unreasoned decisions by Departmental Promotion Committee and backdoor entries etc.
Now recently a news item regarding Old Pension Scheme and New Pension Scheme chaos was also published. Since the crux of the news item was that certain DDOs move out of bounds in the exercise of their powers, the item proved a call to action for the government. It at once ordered for special audit to appointments made on or w.e.f. 01-01-2010. It simply proves, as already reiterated many times, that government is committed to find to remove any embarrassing error or mistake in case it is brought in its knowledge. And the action against the wrong doers or scammers is subject of their domain.
The Government asked the Directorate of Skill Development Department who in turn asked the subordinate offices, ITIs as well as Polytechnic Colleges through e-mail on 29-07-2022 to furnish the list of all those employees – Gazetted, non-Gazetted and class 4th employees to the Committee so that any allegations, if found established, are resolved and grievances redressed. The time to submit the information was fixed as two days. So, it is expected that the other such irregularities reported through news items for last ten months may be given due weightage to and reached at a logical conclusion to erase black paint varnished over the facade of SDD.
The Jammu Jottings has come to know through reliable sources that the audit team from Secretariat begun their work regarding the issue in the Directorate at Srinagar. The Jammu Jottings is ready to provide relevant information to audit team if third party intervention is allowed to help the government as we have relevant information. It is being believed that the concerned offices will provide filtered information, which are not against them and they will get escape in this faux pas. I want to clear here that no officer will provide such information which goes against him or his office and in that case they will provide selective information to the audit team which will be in their favour. Just to hint at an underline scam in the department it is reported with responsibility that there has been a big fraud in the appointments (after 01-01-2010) under Act 2010, as most of those regularised Contractual, Consolidated, adhoc appointees under the recommendations of Empowered Committee were abetted by the concerned DDOs to suppress or fudge the actual information and get the undue benefit of permanent job. Here the sources hint at a simple question about how these appointments are bogus by saying that if these temporary based appointments have got academic and technical qualifications during tenure when no regularisation was possible as per Act 2010 if the wages were not drawn without any break, how the certificates are treated as genuine. The Committee is requested to audit the cases through this angle also.
