Jammu, Jun 10: The occurring of irregularities in the Skill Development Department is very common affair and every sane person is much aware about the departments’ fairness and genuineness as no one stands to take the action or to stop the heinous irregularities. I am going to produce the remaining part of the scandalous story of the Skill Development Department as I can understand that many people especially officials of the department are much eager to read its second part. The second part is as:-
5. The Superintendent/DDO, Govt. Women ITI Seer Hamdan, in the information as desired by the Directorate, for processing the case to Empowered Committee, constituted under subsection (1) of Section 10 of JK Civil Services (Special Provisions) Act, 2010, for verification of testimonials, for claiming regularisation under JK Civil Services Special Provisions Act, 2010, vide their letter no DTE/101/Estt/2005/240-iii-k/3304-33, dated 07-10-2015, submits a fabricated one showing the qualification of the candidate as 12th pass only, with pass in Electronic Mechanic Trade as Technical qualification, (excluding B Sc 2nd year, as indicated in Initial appointment order, with B Sc 3rd year and B Ed passed while in-service, in his letter no. ITI/Seer/15/10/Estt/1666-67, dated 15-10-2015, clearly with malafied intention of abetting the beneficiary to take undue advantage of the Act, 2010, as the information of concealed qualification could have proved damaging for regularisation. The same DDO is quoting the qualification of the same candidate as B Sc 2nd year in the staff statement under No. ITI/ Seer/15/641/1806-07, dated: 13-12-2015, after two months when it was excluded from the record. The subject through affidavit no. AX 264887, dated 10-10-2015 submits a written assurance, as deponent, that nothing has been concealed and the same is verified by one, reportedly a govt. employee and close relative of the subject.
6. The beneficiary is regularised vide govt. Order no. 42- Edu-(Tech) of 2018, dated 27-03-2018 as Junior Instructor Electronics at S no. 5 of the list annexed with the order copy.
7. The Superintendent/DDO Govt. Women ITI Seer Hamdan, in continuation with the attempt of conspiracy, allows the beneficiary to join the services as Vocational Instructor, Mechanic Consumer Electronics Trade where the required Technical qualification of the Instructor is NTC/NAC passed in the trade of Mechanic Consumer Electronic Appliances with 3 years’ experience in the relevant field under DGT norms and enters the qualification of the said Instructor in the front page of the service book as Matric,12th pass and NTC in Electronic Mechanic Trade as per the documentary evidence available with the office of the daily Jammu Jottings. (So, trade/class given to teach is not as per the qualification of the newly regularised incumbent). In respect of trainees of the trade it is like sending a patient of heart ailments to Doctor of Philosophy,(Ph. D)
What performance report (AP Rs) does the concerned DDO give, in favour of the subject since 2018, is a riddle. The same DDO quotes the qualification of the incumbent as B Sc 2nd year in the staff statement under no. ITI/Seer/Estt/2018/681-82, dated: 20-01-2018, two months before excluding it from the service book.
8. The seniority list of Vocational Instructors, issued by the Joint Director, Kashmir, Skill Development Department, on 27-09-2023, vide order no. 20 of 2023 shows the candidate on S. NO. 70 as B Sc and Electronic Mechanic as Technical qualification (excluding only B Ed) with date of appointment as 27-03-2018, when actually it is date of appointment/promotion (regularisation) as Jr. Instructor/Vocational Instructor. Actual date of first appointment is 29-06-95 (consolidated). If we take 27-03-2018 (date of regularisation) as date of first appointment then a question arises as what was the candidate doing for 22 years in the department getting ‘salary’ from the state exchequer and how got regularised under the Act, 2010? It seems yet another attempt by the J D Kashmir, to eliminate the previous shaddy record, for good. Why the qualification varies from Service Book to Seniority list can be explained by the concerned JD in a better way. It is a matter extending over six years and at least 6 staff statements would have been given to the J D office. How as a Provincial Head, J D, Kashmir ignored that a unit of training is in the hands of under-qualified Instructor, when the name of trade and qualification of the Instructor was mentioned in the staff statement. Who brewed conspiracy, should be exposed. However research in the news item shows that Joint Director Jammu region is clear in the point in his issued seniority list vide order no.10 of 2023, dated 02-06-23, as in Vocational Instructor (Language) at S No. 2.
It is simply a hint what the record was uploaded to HRM portal, by the ITI Seer establishment section, and needs some consideration.
Hence it is clearly found that an important link in the service record has been concealed, deliberately and knowingly for, being it acquired illegally and becoming an impediment for regularisation. So, without stretching the matter too far it is concluded with the words that Section 12 with section 5 of Jammu Kashmir Civil Services (Special Provisions) Act 2010 along with Supreme Court ruling regarding concealment of information by any govt. employee may, kindly, be invoked to fix the responsibility/penalty as per law.
The mission of the Jammu Jottings team is to make reform in this department so that future of youngsters may be shaped properly and they (youngsters) may get employment in the shape of job, providing services or starting their own business but it is only possible when officials of the department will work with honesty. Thin over it.
