Just after 6 days of joining as ‘Stop-Gap Basis’ he files petition to seek regularization

  • An Electrician working in Sub District Hospital Surankote is more conspirator then Harshad Mehta, and he did what he wanted to do to be a permanent employee.
  •  The Superintendent, Sub District Hospital Surankote told that he was unaware and now he would go through the records to get the fact and surely take action if warranted but will not spare anyone.
  •  He was appointed by DHS Jammu vide his office order No ES-5/NG/97/4267-69 on 29-04-1997, he joined on 02-05-1997 and filed a petition in High Court on 07-05-1997, which is itself a suspicious and need a little but honest investigation.

Jammu, Jan 11: A case of fake appointment has surfaced in the district Poonch, when a person had managed his appointment on the basis of fraud and deceit besides tempered documents in health department and he is working for last several decades, which is a black spot on the face of government.
The employee in question has been appointed as ‘Electrician’ on need basis ‘Stop -Gap basis’ by the then Director Health Services Jammu vide his office order No ES-5/NG/97/4267-69 dated 29-04-1997 in Sub District Hospital Surankote in the interest of public and smooth functioning of the hospital. But the said employee allegedly prepared his Service Book after manipulating the ‘Stop-Gap Order’ in which he deleted the part ‘Stop-Gap Order’.
The report further said that the said employee has joined on 02-05-1997 at Sub District Hospital Surankote but on 09-05-1997 he filled a writ petition in High Court Jammu vide SWP No 749/1997, titled Sanjeev Kapoor Vs state. In the said SWP it has been clearly mentioned by the him that the petitioner has been engaged on ‘Stop-Gap Arrangement’ by DHS Jammu order No ES-5/NG/97/4267-69 dated 29-04-1997, which in terms lay down that the petitioner shall continue to work as Temporary appointee, on ‘Stop-Gap Basis’, till the post is filled up by the competent authority/Service Selection Board.
The order and the petition of the employee clearly states that he was appointed purely on temporary basis and there is no actual record showing that he was appointed as permanent ‘Electrician’. Moreover, in his writ petition, the said employee has clearly mentioned that the employee/petitioner was not appointed on regular basis and moreover in his petition the said employee/petitioner was seeking regularization in the department.
It is pertinent to mention that the appointment order was issued on 29-04-1997 vide DHS No ES-5/NG/97/4267-69 and he joined the hospital on 02-05-1997 after three days of issuance of order in the favour of employee, the most intriguing part of the story that on 07-05-1997, the said employee had filed a writ petition for seeking the court’s directions to be regularized or not to be disengaged till said post be filled by the regular employee. Just after the 9 days of his appointment as ‘Stop-Gap Basis’ purely temporary and just after 6 days of his joining, the said employee/petitioner has approached the court which clearly indicates that the intention of said employee/petitioner is not genuine and in his mind there was something malafide to hit the department.
The documents involved in this case clearly indicated that some fraud or deceit had been committed by the employee/petitioner as he not only cheated and misled the department but he had misled the court and the entire administration. One thing is very clear that he alone cannot do such type of fudging and malpractices, so the then concerning officers must be involved though some of them had got retired but they must be summoned and investigated and till the case get solved their pensions must be stopped.
