Jammu, Jul 13: Can a District Education Planning Officer enhance the remuneration of a Contingent Paid worker? Can an officer hold the change of more than 9 posts? How a person can be transferred within zero kilometre and others transferred several kilometres away? Is there any transfer policy in School Education Department or it runs amok? These are some serious issues within the School Education Department and these should be rectified otherwise this most important department will be turned into a mess.
One Abdul Raouf Dar was elevated as I/C principal order dated 04-01-2014 and adjusted as Deputy CEO in Shopian District and later he was transferred and posted as Principal Boys Higher Secondary School, Rajouri, where as a DDO he could not perform better as per the reports and the records. Further, he managed his transfer at 0 kilometre and got adjusted himself in Government Girl Higher Secondary School, Rajouri where his performance was also dismal.
The most intriguing part of the story is that inspite of having very poor performance, he is holding the charge of more than 10 DDOs including District Education Planning Officer Rajouri. He was appointed as District Education Planning Officer Rajouri vide Director Office order No DSEJ/Gaz/5275-78 dated 28-05-2022 and the order was signed by Rajesh Kumar KAS Personnel Officer. It is not mentioned in the order that order was approved by Director or higher authority.
There are reports that Abdul Raouf Dar has enhanced honorarium Rs 1000 in favour of CP Worker, and instructed the concerned Headmaster to make the payment out of sweeping funds. The experts said that DEPO cannot enhance the honorarium but it is approved on the resolution page passed by the staff of Government High School Gurdhan Bala Rajouri in which 12 staff members have signed and head master also signed in addition to staff.

Whereas, A Right To Education Act all type of fees including local dues are exempted from all students from 1st to 8th Class. Whereas such type of order can give a scope to litigation ultimately become time consuming process. The DEPO has no power to take the financial decision in his hand, but here no such law has been considered. Whereas the so called order has written on the page of resolution not bear stamp that in which capacity this order has been made.
Secretary School Education BK Singh should keep check such type of irregularities and must attach violators with Directorate School Education Jammu. It should be inquired that what was the compulsion that Mr. Abdul Rouf Dar has been given so many charge including Principal Girls Higher Secondary School Rajouri; ZEO Rajouri; DEPO Rajouri; Headmaster of 5 High Schools of Rajouri; Nodal Officer of KGBV, Rajouri; and Nodal Officer Eklavya Residential School Rajouri.
