- They hunt for some good Samaritan as some juniors are being promoted for their links and genuine were left to suffer

Jammu, Jul 12: Seniority is an objective basis for promotion and so each employee is sure of getting promotion. It develops a sense of loyalty among the employees and the morale of the employees will be higher. Seniority can bring higher status, rank or precedence to an employee who has served for a longer period of time. And it generally means employees with seniority earn more money than other employees doing the same or very similar work.
The Departmental Promotion Committee in the Skill Development Department held its meeting on 05-05-2022 to deliberate upon the issue pertaining to Helpers in the Department. In pursuance to Order No. 257 F of 2008 Dated 03-09-2008 the Daily Rated Workers or Work Charged Employees in all the Departments of UT of JK (including SDD) were to be regularised as Helpers and then to be promoted as class 4th employees, those who were Matric Pass. The DPC brought to forth some facts that show a pre-conceived-biased-judgemental approach of the Establishment Section of Directorate and violation of the Govt. Order No.257 F of 2008 Dated 03-09-2008. For example in the seniority list issued by the DPC, from S No. 1 to 5 the employees have been shown regularised in 1995 who “were not at any moment Helpers”, reads the Remarks Column of the list. S No. 6 has been shown ‘Not Eligible’ being Under Matric. On S. No. 7 the incumbent is promoted but as Junior Assistant (Not as class 4th) vide DTE Order No. 965 of 2007 Dated 19-11-2007. The same treatment to S. No.10 DTE Order No 749 of 2007 Dated 10-09-2007, S. No.11 has not been taken either way. S No. 12 has been promoted as Orderly vide DTE Order No. 612 of 2006 Dated 19-06- 2006 then as Workshop Attendant vide DDK (below in rank to Director) Order No. 44 of 2012 Dated 16-04-2012. S. No.13 is Under Matric but has been promoted as Orderly vide DDK Order No. 98 of 2006 Dated 18-10-2006. Deputy Director can’t be an authority for such promotions. S No.14 has been promoted as Junior Assistant (Not Class 4th) vide DTE Order No. 965 of 2007 Dated 19-11-2007. S. No. 15 is Matric and RBA but not considered. S. No.18 is eligible but not considered. S. No 21 is eligible but not considered. S. No 22, 23, 24 has been promoted but S. No. 25 being eligible has not been considered. S. No. 26 and 28 have been promoted but 29 being eligible has not been considered. S. No. 30 has been promoted on higher post of Junior Assistant, (not class 4th) S. No. 31, 32, 33, 34 have been promoted but 35, 36, 37 being eligible have not been considered. 38, 39, 40, 41 have been promoted but 42 being eligible have not been considered. 43 have been promoted on higher post of Junior Assistant (not class 4th) vide DTE Order No. 447 of 2006 Dated 25-05-2006.
S. No. 44 promoted but 45 and 46, 48, 50, 52 being eligible not promoted. S. No. 55 has been promoted on higher post of Junior Assistant (not class 4th) vide DTE Order No. 447 of 2006 Dated 25-05-2006. S. No. 56 though eligible has not been considered but 58 promoted and 59 left, though he was eligible. 61 promoted and 62 left. 63 promoted, whereas 64, 65 though eligible but left. 66 promoted but 67 being eligible not promoted and 74, 76, 77, 78, 79, 80 though eligible not promoted. 81 promoted, whereas 84, 85 and 86 though eligible not promoted. The 87 promoted and 89, 90, 91, 92, 94, 95, 96, 98, 99, 100, 101 though eligible but not promoted. Meanwhile 102 promoted and 103,104 though eligible not promoted. 105 promoted but 106, 107,109 though eligible not promoted. And 111 though eligible but not promoted.112 promoted and 113 to 126 not considered.
As per the official documents available with the aggrieved “Helpers” no seniority has been considered as basis for promotion. If their narrative is taken with reference to the seniority list issued under Order No. 796 of 2016, Dated 09-12-2016, then they are correct in saying that special profile of S. No.07, Bashir Ahmad Khan, S No 10, Mohd Rafiq Lone, S No.14, Mohd. Fateh Sheikh, S No. 30, Hilal Ahmad Badyari, S No. 43 Ab Rashid Hajam, and S. No.55 Gh Nabi Lone has been considered as they have been promoted in gross violation of Order No. 257 F of 2008 Dated 03-09-2008 on higher post of Junior Assistant instead of class 4th as indicated in the said Govt. Order. Also S. No. 07, 14,and 30 have been specially benefitted both in status and also monetarily as they are regularised Junior Assistants and have been given one in-situ promotion also. They are overstaying in Direction Office and have developed close affinities with the staff there. S. No. 14, Mohd Fateh Sheikh, was there for a prolonged time till he was “awarded” with promotion without falling in seniority. As a tell-tale, aggrieved said that he will soon be transferred to the Directorate in place of one Shabir Ahmad there.
They pose a question to the Establishment Section of the Directorate of SDD that if they are correct in their procedure in promoting these 04 persons on higher posts then what impediments they have in promoting others senior to them. Why they are treating equals as unequals?
To the utter knee jerk of the Jammu Jottings’ team the representative “Helpers” wanted to establish that there is one Govt. Order from Adm Deptt. of SDD in their favour wherein it has been ordered that those promoted as Junior Assistants should be brought back to their posts of Helpers and the pay taken in the new grade should be recovered from them. They alleged that Directorate did not make this order public, neither implemented this order. It smacks of favouritism. However, no written proof in any shape was available with them.
All those promoted as Orderlies, Workshop Attendants or Junior Assistants as long back as 2006- 2007 are not included in the Final Seniority List issued vide Order No. 13 Dated 02-06-2022 by the Joint Directorate for the reasons best known to them.
Finally they prayed through this medium to the Principal Secretary of the Skill Development to redress the genuine grievances of the Helpers in light of already issued Govt. Order under No. 257 F of 2008, dated 03-09-2008. Otherwise ” Fair is foul “and” Justice Delayed is Justice Undone’.
