Jammu, Jan 06: From 1990 till now time the print media at Jammu has been buzzing with the highlights that Skill Development (Then Technical Education) of Jammu and Kashmir is working with partiality and bias at the Directorate level with respect to appointments, transfers promotions, change of cadre and attachments of the subordinate staff, in the ITI Sector. The Jammu Jottings, has exposed the irregularities in the department explicitly. Since 2021, it highlighted that the post of Senior Stenographer, (PA to Director), Skill Development. in the Directorate is given to Jr. Instructor (Stenography) in absence of recruitment rules in favour, when the incumbent was already attached with the Directorate, since 03,09-2001 vide Order No. 561 of 2001, being simply a blue eyed to the officers there. The various editions of the news items regarding the issue culminated in the constitution of a four member enquiry Committee, in the Directorate, consisting of Joint Director Kashmir, Joint Director Jammu, Accounts Officer and Assistant Accounts Officer of Directorate, vide Order No. 501 of 17-10-2022, with the transfer of the Vocational Instructor Stenography, from there vide Order No. 500 of 17-10-2022, to an ITI.
Now the happy tidings are that it has been established by the department that Jr. Instructor, (now Vocational Instructor) stenography was working illegally as Sr. Stenographer, since 01-05-2003 against 6500-10500 (unrevised) grade, as per Order No. 744 of 2007, dated 7-09-2007. Now the said post has been restored in pursuance of the decision taken by UT Level Department Promotion Committee Meeting held on 18-10-2024 and the prosperous candidate, for Sr. Stenographer post, (PA to Director) has been promoted against the available post at the office of Directorate.
Without going into details of strifes, stresses, mental agonies, humiliation and financial losses faced by the prosperous candidates of Jr. Stenographers for this post from time to time over 22 years, viz. Shamsher Singh, GN Dar, VL Sharma, PN Pandita, in line of seniority, meeting their superannuation retirement without promotion to the post guaranteed by the recruitment rules, it is in place to mention here that the said illegally promoted Sr. Stenographer, PA, has been reverted back to the original position of Vocational Instructor for teaching purposes and basic pay has been reduced to the level attached to the said post. Recovery of the excess pay taken for 22 years on Sr. Stenographer post has been started made in pliable monthly instalments by the concerned DDO as the fixation of seniority in the Vocational Instructors (Stenography) list is awaited from the Joint Directorate Office for the reasons best known to them.
It is also apt to mention here that the news published in the ‘Jammu Jottings’, dated October 27, 2021, January 03, 2020, September, 07, 2022 and others, has not been considered in totality though the supporting documents and references in the published news items are sufficient to prove that the subject was not appointed by a competent authority and the initial appointment is vague as it shows sometimes as Daily Wager, sometimes working against migrant post, other times as Hostel Cook, sometimes as Orderly and other times as Workshop Attendant. Thus, in view of that the promotion from Workshop Attendant to the post of Jr. Instructor, Stenography, as incorporated in the service book is not in consonance with the recruitment rules.
Moreover under SDI a fake Institute was shown functioning in the residential house of the subject under title “Hannan Institute of Technology” with Account Number CD 23 in the JK Moving Secretariat in the name of close relative and lakhs were taken illegally. Ironically managing committee consisted of the family members of the said government employee.
