Poonch, Sept 3: Showing thumbs to the Government order on cancellation of all attachments in the Health Department to ensure smooth healthcare service especially in remote rural areas, the Chief Medical Officer (CMO) Poonch has continuously been violating the order and making attachment on his whims and fancies despite the fact that he cannot do it without approval of higher authority.
As per documents, which are in possession with the correspondent, several orders were issued by CMO Poonch regarding attachments of Lab Technician, Junior Staff Nurse etc. and many employees who have been posted in remote areas are actually discharging their duties in some other places in clear knowledge of the CMO Poonch which has derailed the healthcare services potentially.
Sources alleged that pick and choose policy was adopted by the CMO in attachment cases. Despite order issued by the Commissioner Secretary Health and Medical Education Department on cancellation of attachment of the Doctors/Paramedical staffs as per Circular No.53-3K (HME) of 2022 Dated: 29 .07.2022 wherein it was mentioned that with a view to ensure better health care facilities to the general public and to restore the healthcare facilities in the rural areas, all the attachment of Doctors/Paramedics which have been made by all the Head of the Departments including Chief Medical Officers, ADMOs and Block Medical Officers or any other officer at their own level from time to time are hereby cancelled with immediate effect and they shall report back to their original place of postings.
It further reads that the concerned Head of the Departments are directed to submit compliance report in this regard latest by 1st Aug 2022 without any fail. Besides, all the concerned DDOs are also directed not to draw the salary of any doctors/paramedics attached in their jurisdiction, henceforth. But astonishingly, CMO Poonch didn’t care about the order and made attachments which were totally against the order issued by the Commissioner Secretary.
In one such case, CMO Poonch issued an order of attachment No. CMO/P/3473-75 dated 21-08-2023 wherein a X-Ray Technician posted at PHC Buffliaz sent to PHC Bhatadurian Block Mendhar. Similarly, another order issued by CMO Poonch transferred a Junior Staff Nurse from CHC Surankote to District Hospital Poonch as per order No. CMO/P/2163-67 dated 27-06-2023.
Besides, there are many issues wherein employees have not been discharging their original place of posting. A Lab Tech has been working at DTC Poonch despite fact that whose original place of posting is HWC/PHC Chandak which was detected from his biometric attendance. Even several employees are still attached at CMO Office and have not been sent to their original place of posting. Shockingly, Director Health Services Jammu has taken no action against the CMO Poonch, who have been making attachments in contravention of govt’s order. A high level inquiry should be set up against the CMO Poonch by Commissioner Secretary H&ME for the alleged violation of order by CMO.
