SDD chokes space for unemployed youth through illegal practices

Jammu, Nov 20: Skill Development Department has been in the highlights of ‘Jammu Jottings’ for a certain period of time now for the mismanagement of the staff there and some jaw-locking stories of corruption. Thanks to the government as cognizance of the details got available through media has been given and enquiry committees have been constituted. Crime and ACB also scrutinise the records of the officers/officials allegedly involved in corrupt practices.
The corrupt lower rung officers have been in a race to adjust and engage their near and dear ones or/and those who greased their hands, in the subordinate offices of the Department for decades, violating all the rules, regulations and norms. The office of the Jammu Jottings got some appointment letters/orders that depict violation of all the set rules along with the good show of delinquency of the concerned officers. Vide order No DTE/101/Estt/2200/ 3794-95 Dated 27-12-2006 one Showkat Ahmad Bhat was engaged on Academic Arrangement at ITI Bandipora with a break of “one or two days” (a vague phrase that is legally void) after a spell of 59 days to teach Workshop Calculation and Science and Social Studies/language there and is still working there though all against the terms and conditions of his Initial Appointment Order. The two different subjects, given to a single man to teach, require two all together different qualifications. SRO 145 of 2002 (Recruitment Rules) do reveal everything. The concerned DDOs at different times have been so amicable to the appointee that he has been given fixed remuneration against different teaching, supervisory and ministerial posts at different times. How is it possible that date of constituting a committee for selection of certain candidates and date of sending the letter to the Directorate for approval of appointment/appointments can be the same i.e 13-11-2006 under two different Order Numbers as is indicated in the letter of approval itself? When was the interview of the aspirants conducted, when was the document typed and when was it send from Bandipora to Jammu? It is in place to mention here that as on date he is shown as Vocational Instructor, Electrician, (Academic Arrangement) in the Attendance Sheet there. When did he acquire a new additional qualification? Who changed his cadre, and when did he change it and why he changed it? Actually vide Order No. 109 of 2020 Dated 05-03-2020 the Director transferred one Zahid Nazir Paul, Vocational Instructor, Electrician, ITI Bandipora, and posted him in ITI Budgam. Then in the “copy to” portion of the order it is written to Superintendant, ITI Bandipora that he will assign the charge of Electrician Trade to Showkat Ahmad Bhat, Academic Arrangement, ITI trained in Electrician. The question is how did the department know that he was ITI trained in Electrician, when in his Initial Appointment Order, he is shown B Sc Non Medical. If at all, he acquired additional qualification, was that entered in his records at Directorate, if so was it verified, was he genuine in acquiring it through proper channel, being a temporary, Academic Arrangement worker. However, on S.No. 2, of “Copy to” portion, copy of the said order is forwarded to Superintendant, Seer Hamdan, when contents of the order do not have any trace of it. Why so? One Nazir Ahmad Tantray, Vocational Instructor Electrician was transferred to ITI Seer Hamdan 4 years before this order, without having Electrician Trade there and was getting his salary as an idle worker. Then before issuance of order No.109 as quoted above, an order for his transfer to ITI Budgam was issued, two months back then. He yielded pressure, for almost two months. Then was relieved but did not join his new place of posting. Finally succeeded in staying back as order No.109 reveals and till date he is retained there and ultimate sufferer is the trainee at Bandipora. Further “Copy to” portion seems a post script without any sign of dispatching authority, as is seen in official correspondences as a must. Sending of Staff Statements to the Joint Directorate, Kashmir, is a routine but compulsory work of any office but why the Directorate and Joint Directorate is taking matters far-granted is a question that needs to be considered now. Why the Joint Director as a Provincial Head has not put in his efforts to know who are the people working under his subordination and what has been the fate of the trainees under such trainers. Taking the other side of the same coin into consideration, for a while, what treatment has been given to the trainees admitted in this Institute from December, 2012 by engaging their Instructor as one who seems to be jack of all trades and master of which one is, let it to be decided by the trainees.
