Several professors overstaying in PG College Rajouri must be transferred

Overstay creates havoc!

• Mr Rohit Kansal IAS Principal Secretary to Government, Higher Education Department must take the cognizance of the GAD order that why the order of GAD has not been honoured in the case of overstaying professor of PG College Rajouri.
• Melodious voice has no qualification to stay in the same college for decades and this should be overlooked.

Jammu, Oct 14: Are the senior professors of PG College Rajouri above the law of land and can they violate the General Administrative Department order regarding the rationalising of staff who have overstayed more than 5 years? Why is the Principal Secretary to the Government, Higher Education Department, Jammu & Kashmir Government silent over the overstaying of professors for decades in PG College Rajouri? Can a professor with a singing voice manage his stay at PG College Rajouri for decades in one go? Are these senior professors permanent employees of PG College Rajouri and non-transferable? This is very serious and violating issue, which has to be checked by the government, General Administrative Department and Lt Governor Manoj Sinha.
This is the real story of PG College Rajouri that several senior professors are overstaying there with a right to get the retirement from the same institute. The transfer is mandatory for every employee let it be peon of bureaucrat as it is the sort of realization for the officials that he has joined the department to serve the society and not to stay here till his service. Overstay always gives rise to corrupt practices and encourages the officials that there is no one to check him/her as he/she has to stay on the same place of service.
There are several overstaying Professors including Mohammed Iqbal Raina subject Physics; Nazakit Hussain subject History; Mirza Zameer Ahmed subject Chemistry; Naseem Ahmed subject Chemistry; and Mohd Abas subject Persian and these professors have taken the PG College Rajouri as granted and ruking the College for decades. Even several persons are confused regarding their likely permanent stay in the PG College Rajouri.
Mohammed Iqbal Raina subject Physics is a blessed person who has the melodious voice and he often seen in reciting Urdu poetry and songs rather than to teach the students. Even some of the students allegedly told on the condition of anonymity that the said professor even sings the Urdu poetry in class too to kill the time, whereas some of the students who do not want to study get happy.
The General Administrative Department has clearly stated in one of its order No GAD-ADMOII/20/2021-09-GAD dated 24-08-2022 that within 7 days positively identify and recommend the transfer of employees in their subordinate offices. The order state as ‘The undersigned is directed to invite the kind attention of all Administrative Secretaries towards the decision taken in CoS meeting held on 16-08-2022 (Copy enclosed) on the aforementioned subject and to request them to identify and recommend the transfer of employees in their subordinate offices who have completed a tenure of more than 5 years within 7 days positively. Matter be retreated as Most urgent.’
The said order has been signed by Malik Suhail Deputy Secretary to Government and the copy of this order has been sent to all Administrative Secretaries well in time. The seven days has been completed on 31-08-2022 but there is no visible action in regard of PG College Rajouri and several professors have been overstayed doe decades in one go.
The subject of the said order is as ‘Rationalizing of Staff-reg.’ The said GAD order clearly stated that within 7 days to recommend for transfer and the days has started from 24-08-2022 but it is very sad affair that 52 days (One month and 21 days) have been passed there is no visible action in regard of overstaying of professors in PG College Rajouri. The 45 days have exceeded than the 7 days but no one is there in the office Principal Secretary of Higher Education to seriously consider the order of GAD. In the GAD order it was clearly stated that ‘Matter be treated as Most Urgent’ but I fail to understand that what is the meaning of most urgent.
