Admn Deptt pulls strings of Directorate SDD after news item published in Jammu Jottings

Better late than never!

•  The Financial Advisor (CAO), Skill Development Department remained so callous that he took 70 days to write a remainder on 22-02-2022 as first letter was written on 15-12-2021.
•  The Director Skill Development Department failed to submit the factual report despite, 226 days earlier he received the first letter from Financial Advisor (CAO) regarding fraudulent drawl of salary under Old Pension scheme.
•  Not only this, the Director Skill Development Department failed to submit the factual report even he has got reminder in the same issue, 157 days earlier, 22-02-2022.
•  Illegal/fraudulent drawl of salary in Old Pension Scheme instead of New Pension Scheme continues for last 12 years.

Jammu, Jul 28: Why the Director Skill Development Department Jammu & Kashmir could not submit the factual report despite lapse of 226 days receiving the letter from Financial Advisor (CAO)? Why has not the Director Skill Development Department Jammu & Kashmir taken the issue seriously even receiving the reminder 157 days earlier? What is the intention of Directorate of Skill Development Department Jammu & Kashmir in concern of this grave illegal issue? Who is stopping the Director Skill Development Department to submit the factual report? Why the Administrative Department was so lazy that it has taken 12 years to identify the case of illegal and fraudulent drawl of salary under Old Pension Scheme? These are very serious issues which are irritating in the mind of common man and these should be answered by the Administrative Department of Skill Development Department so that people may know about this mess.
Just after the Jammu Jottings published the news yesterday, the department today regained its senses and came in action and asked the Directorate to submit the factual report in this concern. The reliable sources said that it was conveyed to Directorate to immediate submit the report without further delay. The delay in submitting the factual report viewed seriously by the Government.
The Directorate of Skill Development Department opens red-tape to files and it is believed that the final report to be submitted by tomorrow as per the sources.
The news report published on July 28, 2022 regarding the submission of factual report about alleged illegal/fraudulent drawl of salary under Old Pension Scheme instead of New Pension Scheme by four Superintendents of Skill Development Department, appointed after 01-01-2010, has been given cognizance by the Administrative Department of SDD at the Secretariat level considering it as a lapse of official conduct of officers. The Directorate has been alarmed and requested to submit the detailed report of the case by tomorrow so that after checking the pros and cons of the sequels the appropriate action can be initiated as per law against the erroneous ones.
The Correspondent from Srinagar, quoting the reliable sources, expressed contentment that the Govt. is very eager to take immediate measures of any irregularity found at any level in the administration of the UT.
So, the development will be reported as and when received from the concerned offices.
It is pertinent to mention that number of Drawing and disbursing officers of Skill Development Department (ITI Sector) appointed by the Government vide Order Number 92-Edu (Tech) of 2010, dated 14-5-2010 as I.T.I Superintendents under Non-Pensionable Scheme (NPS) are misusing their official position and drawing their salaries under old pension scheme, unauthorized.
