Rajouri DDC set deadlines for completion of projects, ask blacklisting of defaulter contractors

Rajouri, Nov 7: District Development Commissioner (DDC) Rajouri, Rajesh Kumar Shavan on Sunday chaired a meeting of all the departments to take a general review of the progress made on the developmental front and deliverance of public service at the ground level.

He asked for the formulation of Detail Project Reports (DPRs) for development of Tourist Villages in the district under Mission youth.
The DDC took a detailed stock of the physical and financial achievements under different schemes and projects being executed by the various departments & issues related to execution of projects were also discussed.

The DDC directed the heads of concerned departments to focus on the projects whose work is nearing completion & set December deadline for their completion.

RDD informed DDC that construction of 1497 bunkers out of 1897 have been completed while DDC asked PWD to complete the remaining 73 bunkers by December.
Animal Husbandry officers informed DDC that two units of 2500 birds each have been established and two units of feed production under, feed and fodder development scheme have been established and 4 are in pipeline.
DDC asked the Chief Education Officer to monitor the progress and quality of the works & directed the executing agencies to go for early tendering. He asked the CEO to ensure that mid-day meals are provided to all the students.
To increase literacy rate, DDC instructed for 100 per cent enrolment of the school dropouts while the RDD was asked to conduct a survey to enumerate illiterate adults in the villages.

The DDC also reviewed the implementation of Social security schemes and asked the concerned officers from Social Welfare, RDD and Banks to give wide publicity to the scheme. He also directed for 100% saturation of various initiatives and measures taken by the Government for the percolation of benefits to the maximum number of people.
“Cover all the eligible beneficiaries under Jan Dhan Yojana” said DDC.
Under the self-employment generation schemes, DDC was informed that out of 145 cases sanctioned 96 beneficiaries have got loans.

DDC directs Labour Department officers for registration of labourers on E Shram Portal & target MGNREGA job card holders for massive registration.

Implementation of PM-KISAN was also reviewed and directions were passed for coverage of all eligible farmers under the scheme.
Stress was also laid on curbing  illegal mining by taking strict action against the perpetrators as per the rules.
The DDC also took a comprehensive review of schemes being implemented by Social Welfare, NRLM ICDS, Health and other Departments.
He also directed for the completion of 22000 houses by December this year under PMAY-G.

The Directions for the formulation of Panchayat Rural sanitation plan within two weeks after consulting the PRIs were also issued.
The DDC directed the RDD, Banks and DIC to identify 10 youth per Panchayat to provide them self-employment avenue for the development of rural economy.
The DDC also reviewed the status of playfields being constructed at Panchayat levels and directed formulation of DPRs for implementation of Tourist Development Village Scheme under Mission Youth.

DDC reviewed progress made under SEHAT scheme and Aadhar Enrolment & asked concerned to ensure coverage of eligible beneficiaries in all the 312 Panchayats of the district.

Taking serious note of delay in the start of important projects, the DDC asked the executing agencies to start blacklisting the defaulter contractors.

The DDC asked LDM to hold ‘Melas’ for clearance of loan taken under KCC from 14th at each JK Bank Branch.
