Administration takes long time to wake up from deep slumber in Bishnah Fruit Market case
*The Jammu Jottings has exposed this scam on August 20 that in Bishnah it could be one of the biggest scam and now it has been proven that 25 shops are illegal and to be demolished.
*EO identified the construction of 25 shops as illegal but in fact all the 80 shops and entire Fruit Market is illegal and in this case an enquiry by the CBI is mandatory to nab the culprits, whereas Jammu Jottings can provide the evidences.
*These people are not only violators but they are habitual offenders as they were continuing the construction work despite they knew that they are doing against the law and against the country.
*These habitual offenders must be booked under anti-national act and their boss president Municipal Committee Bishnah be booked under same act.

Why the administration takes so long time to wake up? Why the senior officers take so long time to understand the ground reality? Why the senior officers indirectly give time to the culprit and violators? Why are the senior officers trying to evade such serious issues? Why the reports of Executive Officer of Municipal Committee Bishnah not taken seriously, when he wrote a letter to stop the illegal work on August 14? Why the report of Tehsildar Bishnah of August 13 has not taken seriously by the senior officer of Revenue department? Why the senior officers are so helpless that they cannot do anything to save the law of land from the violation? Why these senior officers who are getting hefty salaries need a complaint to act against the violators? Why not these senior officers including distract administration, Urban Local Bodies and Horticulture (P&M) held responsible for the mess in Bishnah? Why not the president of MC Bishnah be declared as open supporters of law violators? Why should not the president MC Bishnah resign on moral ground as he tried to support the law violators and one retired police officer also levelled serious allegation against him? These are some clues which we have to study deeply to ascertain the facts and to identify the guilt of every officers let it be less or more as the entire district administration is on guilty and their callous and faulty decision has taken so long time to detect the illegalities.
At present the EO MC Bishnah has gain taken the stand despite no help from any corner from DC office to his own office, he today wrote a letter to SHO Bishnah vide his letter No MC/B/2021/350-56 dated 30-08-2021 to provide security assistance to his team to stop the illegal construction work of 25 shops at Chak Avtara Bishnah within municipal limits. The violators who are habitual offenders have tried to construct the 25 shops on common path falling under Khasra No 357. The EO MC Bishnah again sent copy of the letter to DC Jammu, Director Urban Local Bodies, SSP Jammu, SDM Jammu South, Jpoint Director Horticulture (P&M) and Tehsildar Bishnah with a request to depute a Magistrate with the team of officials to stop the illegal construction work of shops.
The efforts of honest Executive Officer MC Bishnah has yielded fruit despite that the president who was elected to save and maintain the sanctity of Municipal Committee of Bishnah has tried to defile MC Bishnah by his corrupt action. The president must resign on the moral ground from his post as he not only failed to save the prestige of MC Bishnah but he himself remained instrumental to defile the prestige of the MC Bishnah that too under the regime of Narender Modi. The president tried to provide a back door route to the violators to make the illegal things to turn into legal.
It is pertinent to mention that EO Bishnah has written a letter to the Assistant Grading & Marketing Officer, Horticulture (P&M) Bishnah on 14-08-2021 vide his office letter No MC/B/2021/297-303 asking the officer to stop the illegal construction work as there was no proper permission and the land title was also Gair Mumkin Rasta and Gair Mumkin Chapri whereas he has sent copies to DC Jammu, Director Urban Local Bodies, SDM Jammu South, Tehsildar Bishnah, SHO Bishnah and Manohar Lal Khilafwarzi Inspector but no any officer has taken his letter seriously and helped the EO to stop the work. Even DC Jammu has not taken his letter seriously then otherwise the issue has been rolled up on August 14.
The vigilant EO MC Bishnah and Tehsildar Bishnah has saved the image of Urban Local Bodies and also saved the common land from the clutches of not only violators but they are the habitual offenders. These people must be declared as habitual offenders as they knew that they are doing wrong but despite they stopping the work they continued the illegal work like terrorists.It is a big scam Bishnah!
