*it is very ridiculous that despite the revenue officers having magisterial powers but remained non-operational as the revenue department is hub of corrupt practices.
*If the officers with magisterial powers could not stop the illegal sale of Gair Mumkin Khad then who will stop, this is million dollar question.
*Tehsildar and Naib Tehsildar both are having contrary statements. Tehsildar said that it is not known to his office but Naib Tehsildar said the revenue officials have visited the spot and stopped the work with the help of police. Who is wrong or who is right?
*It is crystal clear that the issues related to land are in the domain of Revenue Officials and not in the domain of Police and Police can only assist them in case any adverse situation arises.

Despite the abrogation of Article 370 and converting the erstwhile Jammu & Kashmir state into two Union Territories, the corruption in Revenue Department has on steep descend with each passing day and the land-grabbers (Dalal) with hand-in-globes of Revenue Department are creating a hell in Jammu by selling the Gair Mumkin Khad. Now the land grabbers have laid their hands on the Gair Mumkin Khad Khasra No 65 and 305, Gurha Brahman Lower Thattar falling in tehsil Jammu North but the officers of Revenue Department who are having much magistrate powers have surrendered before the land grabbers only for few coins.
The story starts here that a Rajasthan based so called property dealer who has been engaged by an influential and corporate family to create a colony on 300 kanal land at Gurah Brahmana Lower Thattar which is very much within the Jammu but the Revenue Department has taken the wine of bribe and went into a deep slumber and an outsider is on job for selling the Gair Mumkin Khad. The Rajasthani property dealer is playing the game very smartly as he is selling and handing over the possession to the innocent buyers against getting hefty amount only on agreement to sell and that too without any land related documents.
The corporate family of the Jammu has entered itself in the business of selling the Gair Mumkin Khad and damaging the natural procedure of the earth and creating hurdles for natural drainage. The Court in its order clearly said, “In the compliance report submitted by the Secretary to Government, Revenue Department, it has been reported that the land recorded as Gair Mumkin Khads in the revenue records is un-cultural land meant for flow of water being a natural drainage system under the proprietorship of the State and private persons are not authorised to either alienate such type of land or use it for any construction. It is also admitted in the compliance report that despite clear-cut ban on transfer of such lands, transactions are being effected of such Gair Mumkin Khads and even structures/buildings are being constructed over such lands.”
But the corporate family who is having very much influential in the state government is openly violating the law of land and also High Court orders, which should be seriously viewed. The Revenue Department in Jammu & Kashmir has very big setup and they have their officials at panchayat level but it seems that all have been rolled with money to keep their eyes closed and mouth shut. Here seems that money is a big player and all the revenue officials and officers are have been quelled down with the power of money.
The sale and purchase of Gair Mumkin Khad was never allowed by the government even ever since and not a slight change was allowed but the property dealers of land which were called as Dalal and now called as businessmen of Real Estate have managed the farad and then changed the qism (kind) from Gair Mumkin Khad to residential and then got the mutation done.
The Revenue Officers from Naib Tehsildar to Revenue Secretary including Tehsildar, Sub Divisional Magistrate, Additional District Commissioner, District Commissioner and Divisional Commissioner have the magisterial powers and can issue the orders to arrest the illegal selling of Gair Mumkin Khad and water bodies but it seems that they have been soothed with money and made like a puppet.
