JK Govt Orders Inquiry Against AE Poonch, Chief Engineer Atul Bali to Lead Probe

Poonch. The Government of Jammu and Kashmir has instituted a comprehensive inquiry into the conduct of Er. Tariq Hussain, Incharge Assistant Engineer (Civil) in the Public Works (R&B) Division, Poonch, subsequent to a formal communication from the Criminal Investigation Department (CID).
According to the official order issued by the R&B Department, Shri Atul Bali, Chief Engineer, PW(R&B) Department, DIQC J&K, has been designated as the Inquiry Officer to examine the matter in depth. He has been mandated to complete the inquiry within a strict period of fifteen days from the date of issuance of the order and submit a comprehensive report accompanied by specific and actionable recommendations.
Pending the outcome of the inquiry, Er. Tariq Hussain has been directed to remain attached to the office of the Engineer-in-Chief, Civil Secretariat, Srinagar, until further orders are issued. This step underscores the government’s resolve to ensure impartiality and prevent any possible influence on the investigative process.
The initiation of this inquiry falls under the ambit of Rule 33 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, a provision that governs disciplinary proceedings against public servants in cases of alleged misconduct or administrative irregularities.
This development reflects the administration’s heightened emphasis on transparency, probity, and accountability within the governance structure, particularly in departments entrusted with critical infrastructure development.
