Akhnoor, May 15:
Alleging against the Executive Engineer, irrigation female Contractors namely Fancy and Dipika Sharma said that they are being harassed by Executive Engineer of Irrigation Department Akhnoor. The female contractors allege that Executive Engineer is trying to suppress them.
Addressing the media Fancy said that they have filed the various tenders published by Irrigation department Vide E-NIT No 02 of 05/2021-22 dated 04/05/2021 whose last date was 11/05/2021 and as per that the financial and technical bid was supposed to opened on 12/05/21 at about 12:30PM till date nothing has been done in this sought.
Addressing the media she said when she approached Executive Engineer regarding matter he asked them to get in written from President of Contractor Association to open the tender. She said when she came with written letter of President to open the tender then again Executive Engineer refused to open the tender. She said that the executive engineer is harassing the female contractors because he wants to favor his favourite contractors who failed to file tenders timely.
Further she said when as per rules and norms minimum numbers of required tenders are submitted than how he can refuse to open the bids illegally. She said the Executive Engineer is now giving excuses that he has received a mail from Director Information that dates mentioned in tenders for publishing were not sufficient hence should be extended. Fancy raised questions that if tender was published on 4th May 2021 and Tenders were invited from 5th May 2021 than when did he mailed the tenders to information department for publication. Further if information department reverts him back on 11th May 2021 to extend the dates why he didn’t done that timely and till now nothing was done by him. She alleged that Executive Engineer wants to suppress the female contractors and wants to favour his favourite ones by cancelling tenders. She said he threatened her that her husband is also employee who may suffer if she will not get quite in the matter.
They further informed that they have complained regarding the whole matter to Superintendent Engineer and has also filed grievance in Lieutenant Governor’s grievance cell whose number is 999002054913.
She appeals Lieutenant Governor to order fair probe on the matter and should punish corrupt officials who harass and suppress female contractors. They further warned the Executive Engineer that they will approach ACB and Court in the matter to get the Justice. She said when Honourable Prime Minister is putting hard efforts to uplift females but officials like him are trying best to suppress females. She appealed SSP Jammu to intervene as Executive Engineer and some contractors are trying to threaten who wants that they should not fill tenders of the department.
While talking to Jammu Jottings, the Executive Engineer Irrigation Department Akhnoor Waryam Chand told that on 11-06-2021 he has received an email from the Information department mentioning that the date is not sufficient for publishing so extend it and so I have done the same. He told that due to corona and as per the government SOP fifty percent staff is attending the office and hence the retendering was delayed, with the instructions of Chief Engineer, he will very soon in future retender it.
