CEO Rajouri Suspends Teacher Over Misconduct, Indiscipline & Dereliction of Duty
Allegations include attending school under the influence of liquor

Jagdish Kumar, a Grade-III teacher posted at Government Primary School Lanzhar, Zone Moughla, has been suspended on charges of serious misconduct, indiscipline, dereliction of duty, and allegedly attending school under the influence of alcohol.
According to Chief Education Officer (CEO) Rajouri, Mohammad Hafiz Sheikh, a report was received from the Zonal Education Officer regarding allegations of serious misconduct, indiscipline, and negligence in duty against the said teacher.
As per the report, during an official inspection conducted on 18-02-2026 at Government Primary School Lanzhar, the teacher was found in an intoxicated condition within the school premises during working hours. The incident reportedly created an atmosphere of indiscipline in the school and adversely affected the academic environment of the institution.
The Zonal Education Officer had earlier received complaints regarding the teacher’s absence from duty during school hours and allegations of alcohol consumption. A notice seeking an explanation had been issued to him; however, no satisfactory improvement in his conduct was observed.
In addition, written complaints were received from school staff, parents of students, and members of the general public alleging misconduct, harassment of staff, negligence in teaching duties, and behavior unbecoming of a government employee.
The actions of the teacher are stated to be in serious violation of the Jammu and Kashmir Government Employees Conduct Rules, 1971.
Therefore, exercising the powers vested under the relevant provisions of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, the CEO Rajouri has placed teacher Jagdish Kumar under suspension with immediate effect pending departmental inquiry.
During the suspension period, the teacher will remain attached to the office of the Zonal Education Officer, Khawas. He will be entitled to subsistence allowance as per rules.
