Many startling revelations in CBI chargesheet!
- The way of awarding contract to a blacklisted company has put everyone in shocked state and the officers who did so are really vicious and guilty.
- The officer of JKSSB examined the first tender and those who examined the fourth tender must be investigated to ascertain the fact.
- The CBI has registered the case on 03-08-2022 under FIR No RC0042022A0008 at CBI, ACB Jammu under section 120-B, r/w 201, 408, 420 of IPC of Indian Penal Code.

Jammu, Nov 14: The Central Bureau of Investigation Anticorruption Branch Jammu has produced chargesheet against 24 accused in the much publicized JKP SI recruitment scam, which was initially exposed by the team of Jammu Jottings on 06-06-2022 just after two days of result announced by the JKSSB on 04-06-2022.
The CBI has detected many flaws being wreaked by the officials of JKSSB and others while conducting the exam of JKP SI recruitment. The CBI has found and mentioned in his chargesheet report Volume No 1 on page 28 in the second para of 17.1, ‘It has been revealed that during 1st tender, the bid of M/S Meritrac was rejected on the ground that the said company had already been blacklisted by two PSUs. However, when the bids were called for subsequent tenders, the bid of M/s Meri Trac was also entertained overlooking the earlier decision.’ The IO of the CBI could not elaborate it deeply that the officer/officers who has/have rejected the bid of Meritrac during the 1st tender on the basis of that it had been blacklisted by two PSUs have entertained the same agency in fourth tender. If the officer/officers who took the decision in first tender and in the fourth tender are same or some officers are same then it means that it is the game plan of JKSSB.
It is pertinent to mention that in first para of 17.1 page No 28, the CBI mentioned as ‘Investigation revealed that JKSSB invites bids from reputed bidders having prior experience in conducting examinations in India for empanelment for 2 years for conducting examination for various recruitments of JKSSB. Tender for examination to be conducted in next three years (2021 to 2023) was invited four times (e-NIT No. 1 of 2021 dated 15-01-202; e-NIT No. 5 of 2021 dated 28-07-2021; e-NIT No. 12 of 2021 dated 23-11-2021; & e-NIT No. 13 of 2021 dated 07-12-2021). 03 times tenders were cancelled.”
The CBI report more revealed that on third para of 17.1, page No 28 as- ‘The 4th tender (vide which the contract was awarded to M/s Meritrac Services Pvt Ltd) was invited vide e-NIT number 13 of 2021 on 07-12-2021. The L1 was M/s ND Infosystems and M/s Meritrac Services Pvt Ltd was L2. Letter of intent was issued to L1. However, the contract was taken from L1 on the ground that on 10.02.2022, a demonstration was held and the board of JKSSB found that L1 could not satisfy regarding its professionalism and capability. On 11.02-2022, the contract was awarded to L2 i.e. M/s Meritract Services Pvt Ltd (communicated through email). Investigation with regard to allegations of irregularity in award of tender to M/s Meritrac is underway.’
The issue of irregularities has been noticed by the team of Jammu Jottings, when everyone was totally unaware about this grave issue including government agencies and other media houses, we published the news item on 06-06-2022 under the title ‘Aspirants see fraud in JKP SU exam by JKSSB’ and tried to expose it. We started our crusade despite severe pressure from some government officers and other people, finally the Lt Governor has ordered an inquiry by constituting a committee into the allegations. The committee has substantiated the stand of Jammu Jottings and then Lt Governor scrapped the selection list and ordered CBI probe in this matter.
The government of Jammu & Kashmir has handed over the inquiry to CBI vide letter No GAD-VIG0COMP/285/2022-04-GAD dated 08-07-2022 and the letter was signed by Dr Mohammed Usman Khan, KAS Deputy Secretary, GAD, Government of J&K. The letter conveyed the decision of J&K government that CBI may investigate the irregularities in the written exam of JKP SI.
Perusal of the report of Inquiry Committee constituted by the Government of J&K prima facie reveals criminal conspiracy amongst officials of JKSSB; M/s Meritrac Bengaluru; beneficiary candidates and other accused persons causing gross irregularities in conduct of writteb examination of Sub Inspectors posts in the J&K Police conducted by JKSSB. Accordingly, a regular case RC0042022A0008 has been registered against accused persons as mentioned at para 7 of FIR and unknown others u/s 120-B, 420 IPC.
