Jammu: The Government of India’s flagship Prime Minister’s Special Scholarship Scheme (PMSSS), aimed at empowering the youth of Jammu & Kashmir and Ladakh through access to quality higher education, is drawing widespread concern this year due to an unusually short application window.
Widely regarded as a lifeline for economically weaker students, the scheme opens doors to professional courses, technical degrees, and higher studies. However, aspirants have been left disheartened as the initial application period—from July 16 to July 27—was extended by merely two days, a move many stakeholders have termed grossly inadequate.
The geographical realities of both Union Territories have compounded the problem. Vast mountainous terrains and remote habitations severely limit digital access, and recent devastating rains have further crippled connectivity in several regions. In Rajouri district, for instance, entire localities have reportedly been washed away, and communication networks have suffered extensive damage, leaving students unable to complete their applications.
Aspirants, many of whom come from economically disadvantaged backgrounds, are struggling to arrange necessary documents and access online portals under these challenging conditions. While urban centers may continue to function relatively normally, the situation in far-flung areas remains starkly different, with some residents still grappling with basic infrastructure issues such as electricity and road connectivity.
Several organizations and civil society groups have urged the authorities to extend the application deadline until at least August 10, though many believe even this extension would fall short of addressing the ground realities. A longer extension of at least one month, they argue, would provide genuine relief to deserving candidates.
There is also growing concern over the limited availability of revenue department officials in certain areas, which has delayed the issuance of essential documents required for the application process. In response, a suggestion on his WhatsApp number has reportedly been submitted to the Divisional Commissioner, Jammu, seeking strict directions to ensure the presence of Tehsildars, Naib Tehsildars, and Patwaris in their offices from 10:00 a.m. to 4:30 p.m., and beyond if necessary, to facilitate students promptly.
Stakeholders have emphasized that the matter requires urgent intervention at the highest level. They have called upon Chief Minister Omar Abdullah to take up the issue with the concerned authorities to ensure that no deserving student is deprived of this crucial opportunity.
As the deadline looms, thousands of aspirants continue to wait anxiously, hoping for a compassionate and pragmatic decision that aligns with the ground realities of Jammu & Kashmir and Ladakh.
